Duties

Help

The Deputy Vice President (DVP) serves as a key member of the Department of Administration and Finance (A&F)'s management team. The DVP reports directly to the Vice President (VP) of A&F-- MCC's Chief Financial Officer (CFO), shares in the day-to-day operations and management of the department, supports A&F and MCC-wide strategic planning efforts, and acts as VP in the VP's absence. The DVP:

  • Helps direct the management of various administrative divisions within Administration and Finance, including Financial Management Division, Audit & Risk Compliance, Contracts and Grants Management, Human Resources, Office of the Chief Information Officer, Domestic and International Security and Travel, Administrative Services, and related programs, policies and services that support critical MCC operations.
  • Ensures that all programs and functions are carried out in accordance with applicable laws, rules and regulations.
  • Provides executive-level leadership and direction to ensure progress towards the goals and objectives of the Department and Agency, keeping the Vice President apprised of Department accomplishments and/or any problems that require his/her personal attention.
  • Plays an important role in leading efforts to achieve corporate objectives where A&F divisions play a central role. This includes helping guide Human Capital planning and strategy efforts, labor and employee relations, as well as supporting Diversity, Equity, Inclusion and Accessibility efforts within A&F and across MCC.
  • Serves as trouble shooter and confidant where particularly sensitive or controversial matters arise that require an especially high degree of tact, diplomacy, and program knowledge. Conducts fact finding and analysis and briefs the VP regarding proposed recommendations for action.
  • Reviews and refines work products; synthesizes and coordinates work efforts and supports the agency's achievement of policy and operational goals. Sets a model for cross-teamwork, communication, and accountability within and across the department.
  • Ensures that the Vice President is fully briefed on developments and key actions within the assigned areas, including on budget proposals, staffing issues, and security issues/programs.
  • Directs and supervises departmental operations and programs through subordinate supervisors. Performs administrative and human resource management functions relative to the staff supervised. Ensures a continuing affirmative application of MCC policies concerning equal opportunity opportunities.
  • Performs related duties as assigned.

Qualifications

To qualify for pay band 2b level you must meet the following:
Have at least one year (more preferred) of specialized experience comparable to the MCC Pay Band 3a or GS-15 or an equivalent level in the Federal service. For this position, examples of specialized experience include: experience overseeing the management of a broad range of administrative programs (e.g., financial management and budgeting; risk management & compliance; human resources management; information technology management; procurement and acquisitions; personnel and physical security; facilities management; and administrative services); serving as a technical authority and advisor and applying policies, procedures, laws, regulations and directives that govern administrative programs and operations; serving as trouble shooter and confidant to senior officials on sensitive or controversial matters that required a high degree of tact, diplomacy, and program knowledge; and preparing and effectively presenting briefings, policy memos, studies and special reports to internal and external stakeholders. (NOTE: This experience MUST be well documented within your resume).

Highly Desirable:

  • Knowledge of human capital strategy and planning, labor and employee relations, and other human resources disciplines.
  • Experience and understanding of strategic and operational planning, e.g. development and implementation of a multi-year strategic plan.
  • Experience solving problems across various disciplines and synthesizing and clearly communicating complex information.

Additional information

  • SALARIES FOR MCC PAY BAND 2 POSITIONS ARE EQUIVALENT TO SES PAY RANGE ONLY.
  • This is an Administratively Determined (AD) Excepted Service Appointment. Compensation and removal are without regard for civil service laws and regulations. Veteran's preference does not apply.
  • This is a non-political administratively determined position in the excepted service.
  • The selectee will serve at the discretion of the appointing officer and, as such, may be terminated when the services of the AD employee are no longer required.
  • MCC Administratively Determined (AD) employees receive 80 hours of initial leave, 8 hours of annual leave per pay period, and there is no leave carry-over cap at the end of each year.
  • RECRUITMENT/RELOCATION BONUS may be authorized for this position. If you are not a current federal employee this position may authorize a one-time Recruitment bonus to be paid over a specified period. Selected individual will be required to sign a service agreement prior to receiving any bonus payments.
  • If you are a current federal employee this position may authorize a one-time Relocation bonus to be paid over a specified period. Selected individual will be required to sign a service agreement prior to receiving any bonus payments.
  • Selectee may qualify for credit toward annual leave accrual, based on prior work experience.
  • The position may be filled by reassignment, change to lower level, transfer, appointment, or reinstatement. Management may use any one or any combination of these methods to fill the position.
