Duties

Help
  • You will serve as a Technical Write-Editor (Information Security) in the Business Administration Branch, Mission Support Division, Office of Compliance and Assessment (OCA) at U.S. Fleet Cyber Command.
  • You will work closely and collaboratively with OCA team members and with other partners within and outside the command to plan and conduct cybersecurity audits and inspections, and to draft and finalize resulting analytical studies and reports.
  • You will review and refine work products drafted by technical and functional subject matter experts.
  • You will iteratively refine work products by addressing comments and revisions elicited through internal staffing, as well as through formal staffing processes that often include inputs and comments provided by external partners.
  • You will work closely with the command's Security Directorate and classification authority so that all content is appropriately marked in a manner consistent with manuals and that all associated materials are protected from unauthorized disclosure.
  • You will serve as a key OCA quality assurance (QA) agent, validating printed and on-line documentation meets defined quality standards, especially in terms of its presentation of statistical data that supports justification of courses of actions.
  • You will Identify, recommend, develop and maintain policy and process guidelines governing OCA's development of technical documentation, including style guides, templates, and checklists for personal and other OCA employees' use.
  • You will regularly promote OCA teams' use of knowledge management and information sharing assets to realize cost and times savings.
  • You will use various means to systematize, document, and manage OCA's management of projects and development of cybersecurity inspections documentation.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 431 within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:

For the GG09:
-Experience utilizing job-relevant information systems and/or software applications such as word processing, spreadsheets, automated research tools, database applications, and the Internet.
-Experience researching or utilizing special study techniques to provide analysis of a variety of topics.
-Experience conveying written information in a clear, concise, organized, and convincing manner for the intended audience.


This position is within the Work Category PROFESSIONAL at Work Level ENTRY/DEVELOPMENTAL, Series and Grade GG-1083-09.

For the GG11:
-Experience interpreting technical material, rules, regulations, and instructions and applying it to specific situations.
-Experience articulating, presenting, and promoting varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences.
-Experience collaborating with team members to define data requirements and specifications essential to address the information requirements of various stakeholder audiences.
-Experience identifying lessons learned and contributing to continued assessment and refinement of technical documentation policies, processes, and tools to improve operational responsiveness and effectiveness.

Education

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position for the GG-09 position:

Successful completion of a Master's or equivalent graduate degree; or
Successful completion of 2 full years of progressively higher level graduate education leading to such a degree; or
Possession of an LL.B. or J.D., if related.

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position for the GG-11 position:

Successful completion of a Ph.D. or equivalent doctoral degree; or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree; or
Possession of an LL.M., if related.

Undergraduate and Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.
