This position is located in the Resources Division of the Global Engagement Center (GEC), Department of State (https://www.state.gov/bureaus-offices/under-secretary-for-public-diplomacy-and-public-affairs/global-engagement-center/).  The incumbent manages information technology (IT) innovation, application development, systems integration, customer support, projects, taskers, and support for customers in the office and teleworking.

Duties

Help
  • Evaluate business needs of GEC staff, conducts market research, and identifies appropriate technology solutions.
  • Stay abreast of emerging information technology to advise the Resources Division and others on how these developments might affect GEC IT needs and make recommendations about piloting technologies with potential workplace applications.
  • Develop and execute project plans, including assigning tasks, managing timelines, developing cost estimates, project budgets, and monitoring progress in terms of plans versus actual results.
  • Serve as the primary technical consultant and source of authoritative information to ensure systems integration, systems interoperability, technical, configuration management, and quality assurance oversight for assigned programs.
  • Provide expert guidance and direction to managers and stakeholders in establishing an overall approach to software development and associated Cloud Offerings and solutions.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience managing IT systems and IT system security.
  • Experience providing technical advice, guidance, and recommendations to management and other technical specialists on IT issues.
  • Experience managing projects including the IT project life cycle, risk management techniques, cost/benefit analysis, and systems analysis.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-13 position.

  • Knowledge of Federal Enterprise IT Systems and Program Management
  • Ability to analyze, solve problems, and make recommendations to management and other technical specialists.
  • Knowledge of information technology specialist areas (e.g., application systems design, database management, computer equipment, software, systems)
  • Ability to operate and/or manage an IT Helpdesk
  • Ability to interact effectively with others.
