Summary

This position is located in the Office of Management (OM) within the Office of Director (OD) at NHLBI
This office develops and provides administrative policy guidance and staff direction to the Institute's multidisciplinary research programs; directs, coordinates, and evaluates the development and progress of administrative management activities
This office also provides management guidance and administrative services to Institute components; and provides an integrated program of financial, analytical, and administrative reports related to the Institute's programs
The position directs the activities of seven branches/offices, the Financial Management Branch, the Administrative Management Branch, the Information Technology and Applications Center, the Ethics Office, the Office of Acquisitions
This position also directs the Freedom of Information and Privacy Act Branch and the Office of Workforce Development and Support
This position also has overall responsibility for establishing and maintaining managerial controls on the use of Institute funds, human capital, and other resources, as required by statutes, rules, regulations, policies, and procedures
This position is the focal point for interactions with the Director, NIH, the Assistant Secretary for Health, the Surgeon General, other Federal government agencies, Congress, and non-Federal organizations
The NHLBI has an annual budget of approximately $4.0 billion and a staff of approximately 940 federal employees, in addition to approximately 450 employees in non-federal status
Position is subject to a background investigation.
This position requires completion of a public financial disclosure report.

BASIC QUALIFICATIONS:
The NHLBI seeks candidates who have a commitment to managerial excellence and the energy, enthusiasm, and innovative thinking necessary to lead within a dynamic and diverse organization. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive-level management capability. Candidates must possess experience at the senior level (GS-14/15 level or equivalent) in the following job-specific Professional/Technical Qualifications (PTQs). The PTQs measure technical expertise required by this position and must be addressed in your submission.
1. Experience in administrative, supervisory, managerial, professional and/or technical work which provided the opportunity to acquire knowledge of management principles, practices, methods and techniques; an understanding of the needs and problems of administering public programs or programs supporting biomedical research.
2. Experience in advising Senior Leadership on management and administrative issues; ability to plan and develop innovative solutions for issues in a variety of management programs that may include but is not limited to human capital management, financial management, contracts, management analysis, information technology, space planning, and other administrative support functions affecting administering public programs or programs supporting biomedical research.
3. Knowledge of best practices to maximize the efficiency of operations and ensure coordinated, streamlined, and result-oriented management.
4. Senior-level experience which demonstrates a commitment to building strong working relationships that advance diversity, equity, inclusion, and accessibility.
