Local Hire employees:
Help FEMA respond to, recover from and mitigate all hazards by performing a variety of emergency management functions which are not limited to disaster survivor assistance, conducting and verifying damage assessments, and providing administrative, financial and logistical support.
A local hire’s term of employment is 120 days. Local Hire appointments may be extended, in 120 day increments, for a maximum 365 day appointment, based on the needs of the disaster.
Work within 23 different Cadres which are groups of personnel organized by operational function and FEMA Qualification System (FQS) position.
Each Local Hire is hired to a position within a Cadre based on his or her skills and experience.
FEMA is seeking professional engineers and architects.
In this position, you will conduct professional engineering or architectural studies and analysis to solve challenges of considerable scope.
Typical assignments include:
Conducting architectural and engineering studies and analyses for projects with special considerations.
Providing design and engineering analysis to determine cost-effectiveness of mitigation measures to formulate an eligible scope of work.
Conducting site inspections and documenting eligible damage.
Providing technical advice on quality measures and process improvement practices in relation to Hazard Mitigation and Public Assistance grants.
Formulating and preparing 406 Hazard Mitigation proposals improvement strategies.
You must be a U.S. citizen to be considered for this position.
You must successfully pass a background investigation.

STAFFORD ACT EXCEPTED SERVICE APPOINTMENTS: The Local Hire Program is an appointment type granted under the Robert T. To qualify for this position, you must possess Basic Requirements:
You must meet one of the following basic requirements to be considered for this position:
Completion of a Bachelor's degree in Professional Engineering from an Accreditation Board for Engineering and Technology (ABET) accredited school; OR
Current Professional Engineer (PE) License; OR
Completion of a Bachelor's degree in architecture related to the design and construction of buildings primarily (but not exclusively) intended to house human activities; OR
Architect License awarded by state licensing board
In addition to the basic requirements described above, you must possess experience providing subject matter expertise in one of the following specialties:
Architecture - planning, developing, and implementing designs to ensure buildings are structurally sound and permanent; OR
Coastal Engineering - designing, building, or maintaining coastal structures, such as groins, jetties, or sea walls; OR
Civil Engineering - designing and constructing roadways, bridges, structures, and water supply design; OR
Electrical Engineering -designing and conducting research on electrical systems; such as power generation facilities and distribution facilities; OR
Mechanical Engineering - designing, producing, and operating machinery and mechanical systems; such as water and waste treatment plants or hydroelectric power damns; OR
Structural Engineering - predicting and calculating the stability, strength, and rigidity of buildings
Education
