Duties

  • Recommends IT management approaches that include: defining the benefits of standardized IT solutions; demonstrating the value of open source solutions; demonstrating the value of cloud computing technologies; leading short- and long-term investment and strategic sourcing / acquisition plans; and ensures that the business impact of implementing best practices within OPM improves user experience and is enabled through rigorous organizational change management and adoption support in order to minimize disruption on the user community;
  • Maintains awareness of current technology trends. Studies and supports implementation of new and established Federal mandates and regulations that impact IT, such as the 21st Century Integrated Digital Experience Act (IDEA) and Federal Information Technology Acquisition Reform Act (FITARA);
  • Acts as the digital innovation champion for the entire organization and promotes Agency-wide participation in creation of and protection for standard practices;
  • Represents the Digital Services Team with management and in external settings at various symposiums and conferences;
  • Engages partners at senior levels throughout the Agency to ensure that the scope of the Digital Services program provides modernized and impactful features;
  • Works with the other OCIO stakeholders, overseeing the development of stable infrastructure and platforms on which to conduct digital work. Coaches and supports OCIO colleagues with the goal of making other teams successful.

Qualifications

All applicants must have 1 year of specialized experience. Specialized experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications, that equipped the candidate with the scope and level of knowledge, skills, and abilities to successfully perform the work. This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government. Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively.

MANDATORY QUALIFICATIONS: Address each of the following Technical Qualifications (TQs) and Senior Professional Qualifications (SPQs) separately. Statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical and senior professional qualifications.


Technical Qualifications (TQs) (Maximum of 1 page per TQ):

  • Demonstrated experience in information technology, digital services, and enterprise architecture issues, processes, policies, standards, techniques, models, artifacts and/or methodologies and the ability to apply these, as required, to formulate and implement a modernized, enterprise-wide digital strategy.
  • Demonstrated experience in human centered design (HCD), consumer internet technologies, service delivery, and technology management approaches, to successfully develop, build, implement and /or maintain state-of-the-art digital services solutions across an enterprise.

Senior Professional Qualifications (SPQs) (Maximum of 1 page per SPQ):

  1. Partnering: Ability to develop networks and build alliances, engage in cross-functional activities; collaborate across boundaries, and find common ground with a widening range of stakeholders. Utilize contacts to build and strengthen internal support bases.
  2. External Awareness: Demonstrated experience in understanding local, national, and international policies and trends that affect the organization and shape stakeholders' views; is aware of the organization's impact on the external environment.
  3. Communication: Ability to make clear and convincing oral presentations to individuals or groups; listen effectively and clarify information as needed; facilitate an open exchange of ideas and foster an atmosphere of open communication. Ability to express written facts and ideas in a clear, convincing and organized manner.
