Summary

Serves as primary assistant in natural resources planning and environmental law compliance, including the National Environmental Policy Act (NEPA) and National Forest Management Act (NFMA).

  • Lead interdisciplinary teams for land management planning.
  • Develop local NEPA policies and procedures.
  • Evaluate NEPA plan effectiveness and compliance with law and regulation.
  • Provide expertise and guidance on land management plans, laws and regulations.
  • Prepare land management plan amendments, supplements or revisions according to NEPA.
  • Coordinate and facilitate NEPA planning with identified stakeholders within and outside your agency.
  • Develop natural resource and land management program budgets.
  • Prepare budget for personnel, equipment and supplies to design, plan and implement land management projects.
  • Track budget expenses and deliverables using standard software or web based programs.

Qualifications

Basic Requirement:

GS-0401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience: courses equivalent to a major, as shown above, plus appropriate experience or additional education.


In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as two or more of the following: Participated in natural resources management activities by making observations, gathering data, and reporting findings where information was used in environmental assessments and environmental impact statements; and/or participated in the permit review process or identifying regulatory compliance issues and requirements by performing field inspections and collecting and analyzing environmental data; and/or served as a project planner for one or more conventional environmental resources projects, such as construction, production or reclamation activities, and ensuring compliance with environmental plans and stipulations.
OR
Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled);
OR
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as two or more of the following: Planned, directed, and advised land management personnel on compliance efforts regarding National Environmental Policy Act (NEPA) or land management related legislation and policy; and/or mediated conflicting viewpoints of interdisciplinary team members on preparation and processing of categorical exclusions, environmental assessments, and environmental impact statements; and/or executed and coordinated final evaluation and review of environmental analysis documents for land management projects and/or programs to ensure compliance with multiple environmental policy requirements.
