As a Human Resources Specialist (Employee Benefits) GS-0201-12/13, your typical work assignments may include the following under supervision:

  • Provide the full range of customer service and resolution of all matters related to employee benefits, retirement policy compliance and efficient procedures and practices by serving as staff advisor and assistant to the Human Resources Officer.
  • Provide retirement annuity estimates to employees and counsels them regarding various retirement benefits options, legal requirements and health and life insurance options after retirement.
  • Process retirement applications.
  • Provide advice and counseling services on the full range of employee benefits.
  • Responsible for the monitoring and quality control of the many data elements related to retirement, FEHB, FEGLI, TSP, SCDs, etc.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-12: 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service. Examples include: human resources principles, practices, laws, and regulations of Federal employee retirement and benefits programs; guidance on policy and procedural requirements, problems, and improvements to recommend solutions to HR programs; counsel on program coverage and options in advantages and disadvantages of benefits; complex retirement and insurance benefits issues relating to life events; interpret, apply and explain a variety of complex retirement and insurance laws and regulations; resolve complex or unique benefits and leave issues; effective oral and written communication to develop policies, position papers and related reports to present briefings; provide annuity estimates.

GS-13: 1 year of specialized experience equivalent to at least the GS-GS-12 level in the Federal service. Examples include: applying a wide range of human resources laws, rules, regulations, concepts, policies, practices, and procedures covering multitude of complex issues; knowledge of the theory, principles and practices of human resources with clear mastery of employee benefits; resolve complex employee benefits program problems and issues; conduct policy and procedural reviews to evaluate effectiveness of current practices to develop proposals to change and/or improve; make recommendations on complex HR issues; effective oral and written communication to develop policies, position papers and related reports to present briefings; provide annuity estimates.

Only experience and education obtained by the closing date of this announcement will be considered.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
