Duties

Help

As a Management Support Specialist (Finance/Property) you will independently carry out assignments for technical aspects of assigned work. The main duties of the position are accountable property management and technical authority in reconciling various financial and budgeting accounts and documents.  You will also perform the following duties:

  • Serves as Accountable Property Officer for the museum. Leads and ensures that NMAH is in compliance with the policies and procedures contained in the SI Personal Property Management Manual.
  • Maintains control over a large and varied amount of NMAH accountable property purchased with Federal and Trust funds. This includes acquisition, proper use, annual reporting, working in conjunction with designated property custodians, and disposition of property.
  • Examines accounting data in the general ledger accounts for accuracy and has primary responsibility for the maintenance of the transactions in the general and subsidiary accounts.
  • Resolves difficult reconciliations requiring analysis and corrective entries. Accountable for the management of museum-wide Trust and Federal funds.
  • Verifies budget and funds availability.
  • Determines financial codes based on transaction, source, purpose, and
    program; and approves expenditures, assuring appropriateness of funds used.
  • Reviews and extracts budget and funds information to prepare and contribute to a variety of reports.

Qualifications

Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-07 level in the Federal Service.  For this position, specialized experience is defined as Maintaining property records for an organization, providing support to property custodians within an organization, evaluating and enforcing procedures and policies pertaining to property, managing property inventories. Experience also includes analyzing information for preparing cost estimates and budgets, providing technical advice to others in a financial subject matter area, and interpreting/applying laws, regulations, policies, standards, or procedures to specific financial issues.                                                                                                                                                                                        

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

OR Master's or equivalent graduate degree; 

OR   2 full years of progressively higher level graduate education leading to such a degree; 

OR LL.B. or J.D., if related

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be evaluated first for the basic qualifications described above.  The applications that meet the basic qualifications will be evaluated further against the following criteria:

  1. Knowledge of accountable property policies and procedures, sufficient to lead and analysis effectiveness of an organizational property management program.
  2. Knowledge of SI automated systems to maintain funds, reconcile central reports with museum ledgers, monitor, troubleshoot and resolve discrepancies, and oversee accounts.

  3. Knowledge of procurement regulations, policies, and best practices to advise program staff on obtaining goods/services.
