Duties

Help

At the full performance level, major duties include:

-Serves as the project manager for examination and supervisory systems coordinating with FDIC system users including functional business clients of FOCUS.

-Designs and implements project plans to meet objectives. Continually monitors staff and contractor efforts and use of resources to ensure effective and efficient expenditures and attainment of project goals.

-Develops communication plans to disseminate information to user community.

-Directs project status meetings.

-Prepares and presents product readiness reviews.

-Along with the Division’s Examination Services team represents the Division in interdivisional and interagency meetings and events.

-Serves as the project manager conducting and coordinating training efforts.

-Develops information systems testing strategies, plans, or scenarios.

-Designs or conducts analytical studies, cost-benefit analyses, and other research.

-Develops project budgets and monitors project expenses (e.g., actual cost' against budgeted expense).

-Utilizes the business case to justify/request project budget.

THIS IS A TEMPORARY ASSIGNMENT FOR 6 months which may be extended for an additional 6 months. The selectee will be given a temporary promotion if eligible or be placed on a lateral detail if already serving at the advertised grade level on a permanent basis.  This assignment may be terminated early or extended based on management’s needs.  If temporarily promoted, the temporary promotion cannot exceed five (5) years, nor can it be made permanent. 

At the end of the temporary promotion (if temporarily promoted), the employee’s basic pay will be set at the rate received prior to being temporarily promoted, regardless of the length of the temporary promotion. The pay rate shall be increased to reflect pay increases (if any) received while temporarily promoted, as long as the resulting rate does not exceed the new range maximum.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-13:

To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service. 

Specialized experience is defined as experience in project management theory, techniques and tools that result in overall planning, coordination, monitoring, management of resources and appropriate response to identified risks to ensure successful and timely enhancements to IT systems through proper integration of technical and business requirements.

CG-14:

To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service.

Specialized experience is defined as experience in project management theory, techniques and tools that result in overall planning, coordination, monitoring, management of resources and response to identified risks to ensure timely enhancements to IT systems through proper integration of technical and business requirements. In addition, experience providing training specific to examination software; testing examination software; and developing written material and making presentations.

Applicants must have met the qualification requirements (including selective placement factors – if any) for this position within 30 calendar days of the closing date of this announcement.

  1. Knowledge of the work of the Division including compliance examinations, examination support, and using exam related software.
  2. Knowledge of Divisional programs and an understanding of the Corporation’s organization and function, operating programs, and objectives.
  3. Ability to communicate with DCP management and staff to relate findings and recommendations, and to identify problems and policy issues.
  4. Skill in developing written material and making presentations on a variety of issues to a wide range of audiences.
  5. Ability to develop and provide training and user materials specific to examination software.
  6. Ability to test examination software, and work with an interdisciplinary team to develop a product or process, or to revise an existing product or process.
  7. Knowledge of project management principles; and applying those principles and methods into practice; including the following: plan and schedule development, resource requirement estimation, milestone and deliverable definition, activity monitoring, and accomplishment evaluation and reporting.
