Duties

Incumbent serves as a senior Program Analyst in the Operational Controls and Compliance (OCC) located in OIG. Supports the OIG-wide Management Information System (MIS) System Owner for the electronic audit-management and compliance tracking/reporting system by leading the MIS support team and ensuring customer service requests are completed timely.

Acts as the OIG-wide electronic audit-management system Project Manager. In the absence of the OCC Director, serves as System Owner. Directs and develops plans for implementation, maintenance, and future development of the OIG's electronic MIS and other systems, as needed.

  • Reviews draft reports including the text of findings and recommendations. Advises on the substance, form, content, and direction of draft OIG report recommendations, makes suggestions for improving the accuracy of assigning recommendations, and interrelationship of the report's narrative.
  • Oversees the data collection and input for the SAR concerning all OIG open recommendations and compliance status, as well as reports issued during the SAR period.
  • Provides technical advice on monetary benefit recommendations including detail included in draft and final reports, and documentation required to support closure and reporting in the Semiannual Report to Congress (SAR).
  • Interprets new Departmental or OIG directives to identify how compliance tracking procedures may be affected in terms of the analysts' responsibilities and current procedures. Formulates and implements new procedures, if necessary.
  • Performs studies, analyzes data, gathers, and evaluates facts, arriving at conclusions, making recommendations, and preparing work-papers documenting the analyses and support for the conclusions and recommendations.
  • Plans, performs, and updates OIG risk assessments and conducts or leads assigned testing of internal controls as part of the annual A-123 process. In conjunction with the A-123 process, identifies issues covering such areas as administrative and program controls, program procedures, allocation and expenditure of funds, potential fraud and/or waste, adherence to legislation, agreements, contracts, and other program requirements.

As a technical expert, the incumbent:

  • assigns and reviews work under MIS, A-123, and Compliance activities;
  • provides technical oversight to lower graded team members;
  • coordinates efforts of subordinates and guides their actions to completion and ensures that adequate resources are available;
  • monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor’s instructions on work priorities, methods, deadlines, and quality have been met; and
  • provides status updates to OCC Director as it relates to successful task completion of assignment and review efforts, where applicable.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. 

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old).

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience leading projects, including cross-organizational projects.
  • Experience drafting project plans, identifying, and coordinating resources, establishing interim and overall timelines, testing, and validating design and data changes.
  • Experience assigning tasks to other project members and providing technical oversight to peers or lower grade team members.
  • Experience monitoring, reporting on progress of work, and reviewing completed work to see that the supervisor’s instructions on work priorities, methods, deadlines, and quality have been met, and providing status updates.
  • Experience preparing compiling detailed findings and conclusions to prepare reports related to program operations and systems.
  • Experience conducting a variety of special studies and projects of particular interest to senior leaders, including conducting or leading assigned testing of internal controls, preparing work-papers documenting the analyses and support for the conclusions and recommendations, and making recommendations.
  • Experience directing and developing plans for implementation, maintenance, and future development of electronic systems.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign and review the work of others; 
  • Ability to coordinates efforts of subordinates and guides their actions to completion, ensuring that adequate resources are available;
  • Ability to provide technical oversight to lower graded team members;
  • Ability to adjust to change, work pressures, or difficult situations; and
  • Capacity to "see the job through."

There is no substitute of education for specialized experience for the GS-14 position.
