Duties

Help

The primary purpose of this position is: to provide operational leadership consultation, direct client services, community capacity building, preventive, remedial, and support services aimed at improving and sustaining the psychological health of Air National Guard (ANG) military members and their families. As a part of the ANG Wing Director of Psychological Health (WDPH) Program, provides access to a full range of professional services for the populations served. The ANG Psychological Health Program provides consultation to operational leadership on psychological health issues and vertical integration of Military Service and Department of Defense (DoD)-wide psychological health initiatives and population-health monitoring. Clinical and administrative duties focus on outreach, education and prevention, needs-based and psychosocial assessment, diagnosis, short-term problem resolution, and provision of or referral to evidenced-based interventions. Responsibilities include providing primary, secondary, and tertiary prevention programs, specialty training for ANG health care professionals and other personnel on issues related to the psychological health of Airmen and their families, and multi-level community organization, collaboration, and enhancement. Individuals requiring clinical interventions (i.e., clinical treatment) for other than short-term problem resolution should immediately be referred to an appropriate and competent clinical professional. It will promote the availability of and access to an adequate continuum of care to ANG members. Will ensure clinical mental health services being provided are integrated with other counseling and supportive services at the installation level, and from Federal, State, and territory, as well as military and non-military organizations external to the installation (e.g., Military OneSource, Military and Family Life Consultants, and TRICARE Network).

CONDITIONS OF EMPLOYMENT AND NOTES:
1. Master's in Social Work from an institution accredited by the Council on Social Work Education is required. 3. This is a drug testing designated position. The incumbent is subject to random testing for drug use.
5. Must be privileged for independent practice by the Credentials Committee at the employing Medical Treatment Facility.
6. A minimum of two (2) years within the past five (5) years in the independent practice of clinical social work is highly desired.
7. Position requires Basic Life Support (BLS) in accordance with local MDG policies. Must be obtained with 6 months of onboarding.
8. Work may occasionally require travel away from the normal duty station.
9. Incumbent may share on-call duty during weeknights and/or weekends on a rotational basis as required consistent with other mental health professionals of the same specialty performing like duties.
10. May be identified as having "regular contact with children," requiring a State Criminal History Repository (SCHR) check to be completed on any person selected for the position.
11. Completion of duties may involve "after hours" care or work in addition to regular duty hours.
12. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

AREAS OF CONSIDERATION:
Referrals of qualified applicants will be issued in the following order:

Area 2: All permanent and indefinite WYNG Title 5 and T32 DST employed with the Wyoming Air/Army National Guard (NG).
Area 3: All Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent).
Area 4: All currently assigned Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the Wyoming Air/Army NG. Currently serving and former NG Drill Status and M-Day soldiers and airmen are provided preference eligibility to compete for NG T5 positions.

This is a Professional Series position IAW 5 USC §3319. Eligible candidates will be listed in score order, including veterans' preference points.

Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

BASIC REQUIREMENT:
a. Master's in Social Work from a school accredited by the Council on Social Work Education. Substitute degrees will not be accepted.

b. Must have at least 24 months post-MSW experience that may have included conducting individual and group psychotherapy, and marriage and family counseling; organizing, managing, and administering adult, child and family prevention and outreach services; interviewing clients to establish the nature and extent of concerns/issues, providing professional assistance, and determining appropriate referral services/opinions; and in planning and implementing professional community organizational strategies and initiatives; formulating of needs assessments, development of prevention programs, and marketing of developed programs.

c. Possession of an active (characterized by present activity, participation, practice, or use); current (not revoked, suspended, or lapsed); valid; and unrestricted license to practice clinical social work independently in any one of the 50 states, the District of Columbia, Puerto Rico, or the U.S Virgin Islands, which allows practice without supervision. Include proof with application.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

FEDIERAL TIME-IN-GRADE: Applicants who are current non-temporary Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If you are a current non-temporary GS employee applying for a higher grade than the grade you currently hold, provide an SF-50 that shows the required lower grade was held for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate the required lower grade was held for at least one year (e.g., General Adjustment SF-50 from this year). In many cases, we may need to see two (2) SF-50s to determine time-in-grade and eligibility for promotion. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Professional knowledge of social work practices, principles, and theories to develop and implement comprehensive primary and secondary prevention programs that address effective programs to prevent or lessen the impact of a wide range of psychosocial and environmental problems such as sociopathic personalities and family groups who react to their circumstances with impulsive behavior that may be self-destructive or depredatory; provide training for other health care professionals and other installation personnel on issues related to the promotion of psychological health; coordinate programs; and enlist the aid of community organizations/agencies.
2. Professional knowledge of complex helping systems and professional organizations, how they positively or negatively affect individual and family welfare, and the multiple ways these systems and organizations operate to deliver services.
3. Professional knowledge of a wide array of psychological problems and disorders that affect adults, families, and organizations and the varied resources needed to treat them.
4. Professional knowledge of problem-solving strategies and evidence-based treatments for a full range of psychiatric disorders to plan and provide short-term problem resolution to clients or refer them appropriately for clinical treatment.
5. Ability to directly apply professional diagnostic skills to individuals and families.
Skill in applying psychological and social work methods and theory in an outpatient clinical setting and providing consultation for health care providers and military leaders.
6. Excellent skills in oral and written communication to include report writing and maintaining proper records to document services provided, including patient care, follow up, and referrals.
7. Ability to administer and interpret select psychological and needs-assessment measures.
8. Ability to assess individual, family, group, and community needs, provide a wide array of preventive and problem-solving resolutions as indicated.
