This position is the Chief, Health System Informatics Officer (CHIO) at the Kansas City VA Medical Center. The KCVA Associate Chief of Staff - Quality has 3 major programs under CHIO management. These are National Artificial Intelligence Institute (NAII) AI Center for Clinical AI Solutions Data Architecture, electronic Health Record Modernization (eHRM) and Informatics. The Kansas City VAMC CHIO holds multiple national leadership, work group and development roles.

Help

Major duties include, but are not limited to:

1. PATIENT CARE

a. Play a key role in using the capability of the VA clinical information systems to assist practitioners in doing the right things for the right patients at the right time (Decision Support).
b. Ensure adequate support to measurably improve the quality of data and the transfer of clinical information between providers.
c. Ensure valid information is available to providers and administrators of healthcare.
d. Oversight of the use of, software administration and interface for the VA electronic health record (EHR); Computerized Patient Record System (CPRS) and several key patient care information systems (BCMA, ARK/CIS, Veteran Kiosks, Dragon Dictate and others).
2. TECHNOLOGY AND INFORMATICS
a. Evaluate clinical computing systems; analyze and evaluate the effect of interventions on health outcomes using existing and future data analytic platforms.
b. Expand and enhance access to aggregate and detailed health information through various initiatives, and enhance the effective and efficient use of medical information systems for patient care, quality improvement & research projects.
c. Contribute to the planning and execution of computer hardware/software development to meet patient care needs, and ensure optimal computer use.
3. COLLABORATION
a. Coordinate information management support for clinical activities within the facility and the VISN by participating collaboratively with staff to design, implement, and evaluate the clinical information systems configuration, and the capabilities that will be used. Work closely with the Department of Veterans ? Affairs' Office of Information and Technology (OI&T), Biomedical Engineering, Medical, Nursing and other clinical staff.
b. Work collaboratively with VA Central Office and staff from other Networks nationwide to develop and implement informatics-related policies, both local and national.
c. Participate as a liaison between facilities and committees, teams and ad hoc external working groups
4. POLICY DEVELOPMENT AND IMPLEMENTATION
a. Ensure that all local informatics policies are implemented properly and in a timely manner.
b. Develop, integrate, and coordinate operation of these programs and responsibilities facility-wide.
5. CLINICAL APPLICATIONS
a. Oversee the functions of the Computerized Patient Record System (CPRS), VHA's electronic medical record along with several ancillary systems.
b. Oversee the VA Kansas City Medical Center implementation of eHRM.
c. Function at an advanced level of informatics practice encompassing the full range of activities that focus on the methods and technologies of information handling in the delivery of patient care.
6. EDUCATION
a. Maintain high end working knowledge of CPRS and the ability to understand a wide range of clinical needs (i.e.: radiology, surgery, nursing, etc.).
b. Coordinate institutional compliance with external accrediting organizations.
c. Ensure employee education/awareness to optimize computer use, initially and on an on-going basis as it relates to informatics
7. MANAGERIAL & SUPERVISORY RESPONSIBILITIES
a. As Chief, Health Informatics Officer, the incumbent supervises a staff of professional and non-professional employees to accomplish the work of the various organizational units of Clinical Applications, MCA, and Medical Administration (Eligibility/FOIA).
b. Exercise supervisory authorities and responsibilities involving work assignments and reviews, and approve or reject daily and long-range work requirements. Find and implement ways to eliminate or reduce significant bottlenecks and barriers to production and promote team building in order to improve business practices.
c. Exercise supervisory authorities and responsibilities involving administrative and personnel management functions relative to the staff supervised. Supervise, plan, and direct overall personnel management activities.

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Must possess in-depth knowledge of the VHA infrastructure and the multiple relationships among all the different components to ensure that the goal of having a national informatics infrastructure is met. The incumbent must:
  • i. Advance national solutions for managing workflow knowledge in clinical systems as well as patient safety and mandated clinical guidelines.
  • ii. Advance national solutions for managing workflow and knowledge in clinical systems.
  • iii. Possess the ability to facilitate the development and advancement of emerging information technologies to improve health care delivery and cost efficiencies.
  • iv. Have an in-depth understanding of new and existing health information management systems within the context of the VHA and the U.S. healthcare system.
  • v. Possess expert knowledge of healthcare delivery challenges and currently available Information Technology solutions.
  • vi. Demonstrate understanding of the VHA organizational structure and the role informatics plays within this structure.
  • vii. Work in a collaborative fashion with Biomedical Engineering, the Office of Information & Technology (OI&T), the Chief Information Officer (CIO), and clinical IT project managers to assure deployment and coordination regarding informatics initiatives.
  • viii. Possess knowledge of the procurement process to facilitate the technical portion of any software/hardware purchase that incorporates clinical information systems.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: In addition to the Basic Requirements, Pharmacists assigned to the GS-15 grade must have 1 year of experience equivalent to the next lower grade level (GS-14) and must also demonstrate the following KSAs:
1. Skill in persuading others and gaining cooperation to accomplish goals.
2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues.
3. Skill in utilizing regulatory and quality standards to develop and implement operational programs.
4. Skill in managing multiple and diverse people or programs.
5. Skill in utilizing available resources to support the mission and goals of the organization.
6. Ability to plan, organize and direct the functions of the pharmacy staff.

Preferred Experience: Applicants with the following certifications from American Heart Association (AHA) or Military Training Network (MTN) are highly preferred: Basic Life Support (BLS) and/or Advanced Cardiac Life Support (ACLS). (AHA certification preferred.) The selected employee will be required to receive these certifications prior to assuming clinical responsibilities and ensure current certifications after employment is maintained.

Physical Requirements: The work of this position is performed primarily while seated at a computer keyboard and requires no special physical demands, although some physical exertion may occasionally be required such as standing for extended periods, bending, some lifting of heavy materials and cutting, trimming or collating.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
