Duties

This position is located within the Department of the Interior, Office of the Chief of Staff for the Bureau of Ocean Energy Management (BOEM) in Washington, D.C., with physical placement in the Office of the Assistant Secretary-Land and Minerals Management (ASLM).

This is a temporary promotion and/or temporary reassignment/full-time, career/career conditional appointment.

This position is at the GS-14 level. Management is willing to consider temporary promotions for eligible GS-13 employees. The temporary promotion will last the duration of the appointment of 1 year and may be extended not-to-exceed 2 years. Upon completion, the candidate will be returned to a position similar to their position of record (the position they held prior to the appointment) and equivalent grade (if not their position of record). It would be up to their employing office if they can hold the position of record for the duration of the employee's temporary promotion.

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:

  1. Serves as the manager of BOEM documents (regulations, policies, memos, press releases, budget, correspondence, congressional items, etc.) submitted for clearance within the ASLM Office, in close coordination with BOEM's Chief of Staff Office.
  2. Participates in meetings with high-ranking officials and stakeholders (both internal and external) on BOEM issues with ASLM senior leadership.
  3. Prepares or coordinates pre-briefing materials, including policy memos, background materials, and talking points as needed for the meetings that provide the bureau perspective on the issues under consideration.
  4. Communicates BOEM's position on issues of interest within the ASLM Office. Establishes and maintains close personal working relationships with all appropriate offices.
  5. Serves as conduit between BOEM and ASLM staff by facilitating vital two-way communications to ensure BOEM program policy, issues, and programs are fully represented.
  6. Performs policy review and analysis on potential regulations and proposals that may affect BOEM programs.
  7. Analyzes programs, plans, and current problems to determine specific areas of interest, inquiry, or investigation.
  8. Monitors special studies, analyzes briefings, and reports out to ensure that all resource, program, and policy issues connected with assigned programs are coordinated and implemented in support of BOEM's offshore energy and minerals management programs.
BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with ASLM COS approval.

Relocation Expenses are not authorized.

First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

GS-14: Step 1 $132,368 - Step 10 $172,075

Qualifications

Minimum Qualification Requirements:

To qualify for this position you must meet the Specialized Experience for the series to which you are applying.

Specialized Experience GS-14:

To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to work of the position to be filled.

Specialized experience is defined as demonstrated experience:
1) advising management of potential issues and impacts of policies and programs.
2) developing recommendations and alternatives for resolving policy issues.
3) preparing reports and papers supporting positions on policies and programs.
4) presenting findings, recommendations and/or alternatives for resolving policy issues to management.

Political Savy - Knowledge and skill in utilizing a good sense of discretion that allows candidate to appropriately deal with sensitive topics and high-level officials.

Planning and Evaluating - Ability to multitask and manage multiple high-profile and/or complex assignments simultaneously.

Technical Competence - Understands and appropriately applies procedures, requirements, regulations, and policies related to specialized expertise (for example, engineering, physical science, law, or accounting); maintains credibility with others on technical matters.
