Responsibilities listed below are at the Full Performance Level.
Seek and track policy and guideline developments in incident (such as wildland fire, hurricane/flood/earthquake recovery) business and related functions.
Ensure incident (such as wildland fire, hurricane/flood/earthquake recovery) payments and/or billings are completed consistent with the appropriate laws, rules or regulations.
Serve as an administrative representative between various teams and advisors.
Resolve incident payments and billings.
Monitor agreements and ensure payments and billings are completed and consistent with agreements.
Participate as a member of a regional Incident Business group to provide consistent incident (such as wildland fire, hurricane/flood/earthquake recovery) business program and policy implementation.
Provide advice and counsel to high-level fire managers on administrative issues including appropriation use, personnel/payroll, cost management, fire acquisition, fire claims, and compensation for injury.
Review and analyze performance of incident (such as wildland fire, hurricane/flood/earthquake recovery) business related functions.
Develop incident business processes and guidelines.
Evaluate incident business management training for effectiveness and make recommendations to change course materials.
Develop multi-agency fire line agreements.
Prepare correspondence, reports, and/or other written materials regarding incident business, fire programs, policies, and/or operations.
Develop incident business related training materials.

You must have one year specialized experience equivalent to the GS-05 in the Federal service.
Specialized experience is defined as three or more of the following:

Gathering technical information for managers;
Resolving payments and billings;
Operating at various levels in the Incident Command System (ICS) and can show applied knowledge of working with the National Wildfire Coordinating Group (NWCG) Standards for Interagency Incident Business Management.

One full year of graduate level education (at least 18 semester hours). Graduate level education must be directly related to the position and demonstrates the knowledge, skills, and abilities necessary to do the work; such as: contracting, financial management, business administration, public administration, or other closely related field.

Operating at various levels in the Incident Command System (ICS) and can show applied knowledge of working with the National Wildfire Coordinating Group (NWCG) Standards for Interagency Incident Business Management.

A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Examples of qualifying education includes degree programs in contracting, financial management, business administration, public administration, or other closely related field.

An appropriate combination of specialized experience and education as described above (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level).
For the GS-11:
You must have one year specialized experience equivalent to the GS-09 in the Federal service.
Specialized experience is defined as three or more of the following:
Preparing, reviewing, and executing fire-related agreements consistent with incident (such as wildland fire, hurricane/flood/earthquake recovery) business management policies and guidelines;
Presenting advice and guidance regarding incident business management policies and guidelines to fire managers;
Providing assistance with presenting incident business materials in formal/informal training;
Providing oversight of the Administratively Determined (AD) Pay Plan for Emergency Workers (Casuals) to ensure the provisions of the pay plan are followed.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Examples of qualifying education includes degree programs in contracting, financial management, business administration, public administration, or other closely related field.

An appropriate combination of specialized experience and graduate level education as described above (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
