This position serves as the Assistant Chief of the Waterways Management Division, directing the management and oversight of the system design and use, constituent interface, and regulatory elements of the Sector’s Maritime Transportation System (MTS) responsibilities to ensure the effective and efficient movement of commerce, access to navigable waterways, and national security

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Overseeing Sector Marine Transportation System (MTS) functions, including management of vessel movements, port operations, and associated information.
  • Developing and maintaining close and long-term relationships with the Department of Defense (DoD), Federal, state, local and private agencies necessary to oversee and manage combatant, commercial, and recreational vessel traffic and port growth.
  • Developing positive relationships with members of the maritime industry, federal, state and local agencies having specific responsibilities relative to waterways management, local waterway user groups and environmental action groups, and promotes the operational objectives of the Sector.
  • Serving as the Sector representative on design review boards and evaluation boards to review proposed systems, facilities, and implementation schedules to determine the optimum vessel traffic system for the waterways.
  • Reviewing and recommending temporary departures from drawbridge regulations when a bridge is undergoing repairs or maintenance work or when the public interest, health, or safety so requires; takes action to update regulations should changes be needed.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

Applicants must have at least one year of specialized experience equivalent to the GS-11 in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. 

Specialized experience include: Interpreting statutes, policies, regulations pertaining to the establishment of Limited Access Areas (safety zones, security zones); reviewing drawbridge operation changes and ensure compliance with regulations; experience in development and implementation of Marine Transportation System recovery procedures. 

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Relocation Incentive:  Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation incentive of 10% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.

Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement. "Newly appointed" refers to the first appointment (regardless of tenure) as an employee of the Federal Government, an appointment following a break in service of at least 90 days from a previous appointment as an employee of the Federal Government, or, in certain cases, an appointment following a break in service of less than 90 days from a previous appointment as an employee of the Federal Government.

  5. Knowledge of applicable contingency plans related to waterways management, severe weather, and navigation safety to contribute to the development and updating of the MTS Recovery Plan.
