The supervisory MSA will provide full supervision to the ambulatory care section consisting of one GS 7 Lead MSA, and a team of up to 10 Advanced MSAs. The incumbent will plan and direct the program and have full supervisory responsibility. They evaluate the work of subordinate staff, they ensure staff are well trained in health administrative activities as they relate to patient reception, data entry, scheduling, appointment management and enrollment/eligibility and patient registration.
The incumbent will hire, train and orient Medical Support Assistants. Reviews and evaluates work and meets with individual employees to discuss work progress. Prepares the formal appraisal for the MSAs. Develops functional statements, competencies, performance standards and training plans for employees.
The incumbent is responsible for recruitment and position management, ensuring that appropriate staffing levels are met to meet the needs of the veteran workload in the assigned units. Responsible for interviewing candidates and makes selections regarding appointments, promotions and reassignments.
The incumbent is the leave approving official and will ensure leave is acted upon appropriately, work schedules are coordinated and timecards are certified. Revises work schedules according to staffing and workload demand.
The incumbent shall be familiar with the Master Agreement between the American Federation of Government Employees and the Department of Veterans Affairs. Resolves informal/formal grievances of employee complaints, reviews and approves disciplinary action. Responsible for creating and maintain an atmosphere that is free of discrimination and harassment of any nature by ensuring compliance with the agency's EEO policies.
The incumbent is assigned as an approving official and will ensure appropriate funds are managed and actions taken timely to resolve any funding issues. Keeps track of control point balances and activities. Reviews requests for approval and approves requests timely resolving any issues to ensure funds are available. Communicates with budget/fiscal staff, control point clerks and management to coordinate control point process.
The incumbent will be responsible for analyzing, reporting and reviewing budgetary costs for their assigned unit. They will provide monthly reports and take steps to ensure cost saving measures are implemented in the program. They will be assigned as control point clerk/ official and/or responsible for payment of invoices through the OLCS.
The incumbent resolves complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved clinic operations. He/she will identify educational and training needs and ensure compliance with all mandatory training requirements.
The incumbent is responsible for extracting and analyzing data to provide reports to senior management in support of tracking measures.
The incumbent works in an independent manner. They plan and organize work with minimal assistance from the supervisor as to meet local and VA-wide time frames to complete analysis requirements, reports and special assignments and only refers to the non-routine and high technical problems to his/her supervisor.
The incumbent is responsible for reporting backlogs, difficulties in meeting deadlines, uncooperative physicians, or difficulty in securing information from clinicians or the record. Is responsible for maintaining the confidentiality of information obtained to carry out required duties.
Routinely communicates with physicians, case managers, and other allied health professional staff using sound interpersonal skills and is constantly aware of the sensitive information. Otherwise, works independently making decisions based on guidelines, precedents and regulations and performs duties in such a manner that only minimal supervision is required.
Performance is judged in terms of overall effectiveness of the operation through broad general objectives, the adequacy and accuracy of the work, timeliness, and conformance to established procedures, policies and instructions.
Work Schedule: Monday through Friday, 8:00 a.m. to 4:30 p.m. Schedule may vary as deemed necessary to meet the needs of the Veterans and the Medical Center.
