Duties

Help
  • Serves as a senior data scientist in OGC, requiring technical expertise across the data life cycle. Leverages data tools, programming skills, data visualization, communication,
  • [cont'd] and advanced analytical techniques to support OGC in providing legal services to the Commissioner.
  • Provides high level technical advice, and support in using data to formulate, implement, and evaluate policies, initiatives, and procedures, influence management activities and executive decisions.
  • Participates in planning and conducting complex, sensitive, high priority and/or confidential studies to resolve critical questions and issues which often require innovative solutions.
  • These studies will typically involve OGC, other SSA components and several internal data sources and may involve external organizations and variety of external data sources.
  • Plans and conducts, as project lead or member of a study team, specific data engineering, modeling, and analyses activities.
  • Formulates sound and reproducible approaches to answer complex programmatic and operational business questions.
  • Conducts critical data analyses using software and/or programming languages to explore/group data, test hypotheses, predict outcomes, and inform decisions.
  • Develops, coordinates, and participates in pilot projects, proofs of concept, or experimental procedures.
  • Ability to navigate the most complex programmatic and data systems, including data warehouses, relational databases, no SQL databases, and mainframe legacy systems.
  • Derives meaning from big data (i.e., datasets that may be large, disparate, unstructured, and/or complex), including structured, loosely structured, and unstructured data.
  • Conducts statistical analyses and develops models using statistical techniques, natural language processing, machine learning, and AI, and using tools such as R, Python, SAS or other open-source packages.
  • Collaborates with teammates, customers, and stakeholders.
  • Confers with stakeholders, project sponsors, and executives about project requirements, progress reports, findings, visual outputs, and recommendations. Visualizes data and creates dashboards and other data reporting vehicles to articulate findings.
  • Translates the results of analysis into clear, actionable communications that equip SSA to make informed, data-driven decisions and formulate effective policies.
  • Investigates and designs presentations and interpretations of analytical outputs tailored to specific audiences, both technical and non-technical, executive-level to peer-level.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include using data to formulate, implement, and evaluate policies, and influence management and executive decisions, formulating sound and reproducible analytical approaches to answer complex programmatic and business questions, and conducting statistical analyses and developing models using statistical techniques, natural language processing (NLP), machine learning, and AI, using tools like R, Python, SAS or other open-source packages. Experience must be related to data science; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, programming language(s) certification), as appropriate.

Additionally, applicants must meet the following Individual Occupational Requirement (IOR):

  1. A degree in mathematics, statistics, computer science, data science or field directly related to the position.
    Note: The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

    OR

  2. A combination of education and experience. Note: Courses must be equivalent to a major field of study (30 semester hours) as shown in option 1 above, plus additional education or appropriate experience.

  • Knowledge of project and task management best practices and comprehension of large systems that handle personally identifiable information (PII).
