The Office of the Deputy Assistant Administrator for Operations (DAAO) manages the NMFS and coordinates the marine fisheries programs throughout NOAA to ensure the compatibility and effectiveness of all NOAA's marine fisheries activities. The DAAO Office provides guidance to Fishery Management Councils in developing measures to manage and conserve, issues and enforces regulations consistent with the management measures adopted. The DAAO coordinates coordinates with and receives support from other Assistant Administrators (AA) in NOAA, including the provision of ship and aircraft operational support and assessment of the effects of energy and mineral extraction, ocean dumping and coastal zone development on living marine resources. It maintains cognizance of marine related activities of other NOAA Line Offices. It serves as the contact for commercial industry issues and participates in trade negotiations with other Government agencies and foreign governments. The DAAO coordinates intergovernmental fisheries programs and the following:

1. Assist the AA for Fisheries in the administration of the provisions of several Acts under which the NMFS functions, in addition to providing advice and guidance to NOAA leadership and making decisions under the mandates of the NMFS. Ensures the efficient and effective governance and management of all NMFS operations. Serve as AA for Fisheries in the absence of the AA.

2. Has responsibility to ensure diversity in the workplace and guide the development and implementation of a plan to ensure that NMFS' future workforce meets the needs of the Agency. Assumes responsibility for Equal Employment Opportunity Affirmative Action Plan development and implementation.

3. Provides direction and management of all NMFS financial, budget, facilities, and support functions, including coordination and standardization across all NMFS organizational elements of requirements and practices expected of NOAA's management and budget organizations.

4. Provides leadership on overall resource management and strives to increase efficiency and eliminate waste and to improve the operations and service delivery of NMFS programs.

5. Oversight responsibilities for the law enforcement program which enforces all Federal statutes and regulations under the jurisdiction of NOAA regarding the protection of fisheries, marine sanctuaries, marine mammals, endangered species, and other ocean resources.

6. Oversees and promotes coordination of NOAA Fisheries International Affairs activities and oversees the National Seafood Inspection Program which offers seafood inspection, grading, certification, consultative, and other services to the seafood industry.

7. Oversees implementation, operation, and integration of NMFS-wide Human Capital management activities such as organization changes, position management, workforce planning, training, awards, performance, executive resources operations, wellness programs, and Intergovernmental Personnel Act assignments. Assists in recruitment of SES-level and Grade 15 program managers, leads planning and performance management and for NMFS executive's leadership team.

8. Provides program support and management of the Communications Office to enhance public awareness of NOAA Fisheries as a trusted authority and global leader in the science and management of living marine resources and ecosystems.

9. Leads the NMFS Operational Management Personnel Board and the effective implementation of Department of Commerce Alternative Personnel System and performance management requirements. Works with Congressional members and staff and interested constituency groups to achieve support for NOAA programs. Provides authoritative representation to intergovernmental, national and international councils and meetings concerning NOAA interests. Serving as an advisor within NOAA on problems and approaches concerning the coordination of NMFS programs with other Line Office programs. Coordinates with other Federal agencies on problems of common interest.

10. The DAAO promotes a national seafood strategy, including supporting aquaculture research, growth and regulation; and contributes advice on the socioeconomic condition of fisheries.

11. Providing program support to implement policy and regulations on domestic and foreign fishing programs. Ensuring program operations are consistent with and supportive of the government's international agreements on the use and allocation of the living resources of the sea.

12. Determining, establishing, and maintaining sound management principles by which to implement a national program to realize the full commercial and recreational potential of the nation's fishing resources and ensure their continued sustainability.

As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

Key Requirements:
1. Incumbent may be subject to geographic mobility.
2. Ability to obtain and maintain a TOP SECRET WITH SENSITIVE COMPARTMENTED INFORMATION (SCI) clearance.
3. Newly appointed SES members must serve a 1 year probationary period.
4. Position is subject to pre-employment background investigation.
5. Public Financial Disclosure (OGE-278 filing within 30 days is required).
6. Position is subject to random drug testing.

Qualifications

To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed below. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.

SES Executive Core Qualifications (ECQs):
ECQ 1 -Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 -Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 -Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 -Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5-Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Professional/Technical Core Qualifications (PTQs):
PTQ 1 - Experience in public administration, managing people and program operations, including developing and
administering budgets that support science and research functions.

PTQ 2 - Experience which requires effective management of diverse organizations and interaction with diverse
constituencies, e.g., public interest groups, industry and academic institutions and/or cooperative relations
with government bodies at various levels.

PTQ 3 - Experience in directing program operations including infrastructure requirements of natural resources
management programs or programs which directly impact on the conservation and management of natural
resources.

Background Investigation: This position is designated as TOP SECRET WITH SCI and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Public Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (OGE-278), within 30 days after his/her appointment, and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.

Applicants are required to submit a narrative statement for each Executive Core Qualification (ECQ) listed and each Professional/Technical Qualification (PTQ).

If you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by the Office of Personnel Management (OPM) and had your ECQs certified by OPM, then you only need to address each PTQ, and you do not need to submit an ECQ narrative.
