Summary

This position will serve as the Operations Special Advisor.

This position is located in the Executive Director (EX) Front Office, Office of Inspector General (OIG), Department of State and the U.S. Agency for Global Media (USAGM). The Office of the Executive Director is directly responsible for the overall fulfillment of OIG's mission, promoting effective management, and quality of OIG processes and products.

The incumbent will serve as the senior Operations Special Advisor to the Executive Director, under the supervision of the Deputy Executive Director.

  • Manages and directs the formulation and publication of OIG policy: advises and works with the Executive Director in establishing the goals and objectives of the office and subordinate divisions, the progress in accomplishing those goals and objectives as well as determining the human and financial resources needed to carry out the programs of the Office; advises and works with the Executive Director in responding to recommendations provided by the Office of Enterprise Risk Management pertinent to the office as well as monitoring the progress in addressing recommendations to the office.
  • Represents the EX-director/deputy director to ensure integrated and coordinated approaches with program offices and the department. Such activities involve: elevating/escalating/driving to completion important issues with higher echelon such as recent employee benefits interventions that are receive attention when elevated by or on behalf of the EX Director.
  • Participates fully and authoritatively in planning and carrying out program development, implementation, and evaluation functions of the office including: 1) developing new programs and enhancing existing programs to improve effectiveness and adapt to office needs; 2) initiating and revising policies and procedural guidance; 3) reviewing and evaluating existing programs in terms of overall effectiveness, but specifically as related to Employee Engagement to support Federal Employee Viewpoint Survey (FEVS) initiatives; and 4) preparing comprehensive reports and/or recommendations to improve overall Office of the Inspector General (OIG) employee performance and satisfaction.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • Verification of employment eligibility in the United States is required.
  • Annual Confidential Financial Disclosure OGE-450 prior to entry & annually thereafter.
  • The incumbent may be required to carry a Government Furnished cellular device and maintain a personal cell/home telephone at all times.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicant for the GS-15 must have 1 year experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

Experience thinking strategically to develop approaches to improve the efficiency of internal processes and the substance and quality of assigned projects.

Experience applying leadership principles, skills, and practices.

Strong written and oral communication skills.

Experience applying knowledge of administrative laws, policy regulations.

Experience negotiating effectively with management to accept and implement recommendations.

Experience establishing processes and coordinating the response on behalf of organizations.

There is no substitute of education for specialized experience for the GS-15 position.
