Summary

The position is located at the VBA Human Capital Services, Office of Staff Operations (OSO) located at one of the five Human Resources Centers (HRC) located nationwide. As a Human Resources (HR) Assistant the incumbent will provide technical support in recruitment, staffing, data systems, records, employee benefits, and clerical related activities for one or more assigned VA Regional Offices. The entry level grade for this position is GS-05 with a target full performance level at the GS-07.

Duties

Help
  • Review, code and processes actions for unique appointments, regulatory authorities, approvals, support documents, changes of duty stations, promotions, merit and delegated examining appointments.
  • Process requests for retroactive HR actions that require tracing employee?s history and applying pertinent technical references, conditions, or precedents, and arranges for transfers internally and externally to the Department of Veterans Affairs.
  • Consult with personnel who are submitting actions for processing for commitments and communicates with releasing offices to set EOD dates.
  • Confirm dates of personnel actions both orally and through written communications.
  • Obtain release date; enters date on personnel request forms for data input.
  • Verify timeliness and completeness of necessary forms related to personnel actions.
  • Make recommendations of effective dates of personnel actions to supervisor(s), HR Specialists, and personnel internal and external to the organization.
  • Processes the full range of personnel actions for all positions. Codes personnel actions using the Guide to Processing Personnel Actions, citing agency code, and appropriate regulatory authority.
  • Review requests for extension and adequacy of supporting documents. Researches problems that arise with processing personnel actions and determines corrective action.

  • Process applications and forms for benefit transactions such as FEHB and FEGLI. Explains features of employee benefit program and assists in completing necessary forms to initiate, change, or cancel enrollments and retirement actions.
  • Performs clerical, assistant, or technician level work in support of the employee benefit program
  • Perform work in support of human resources management, which requires knowledge of the terminology, requirements, procedures, and function of personnel management.

To qualify at the GS-05 grade level: applicants must have one year of specialized experience equivalent to at least the GS-4 grade level or comparable pay band in the Federal service. Specialized experience is defined as that which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specifically, creditable specialized experience that involved a range of duties associated with processing and maintaining attendance and leave records for an organization.

Specialized experience for this position is defined as: 10 completing assignments consisting of related steps; AND 2) processing and using judgment in selecting guidelines and procedures from among several specific references.

Applicants may substitute Undergraduate Education to qualify for grade GS-5. Applicants may substitute education for experience with the completion of a four year (120 semester hours or 180 quarter hours) course of study from an accredited business, secretarial or technical school, junior college, college, or university, or with having been awarded a bachelor's degree. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of college transcripts that demonstrate this information.

Applicants may combine education and experience to qualify for grade GS-05. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-04. For example, an applicant who has 90 semester hours of undergraduate level education (i.e., 50% of the education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience), this would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

To qualify at the GS-06 grade level: Applicants must have one year of specialized experience equivalent to at least the GS-5 grade level or comparable pay band in the Federal service. To qualify at the GS-07 grade level: Applicants must have one year of specialized experience equivalent to at least the GS-6 grade level or comparable pay band in the Federal service. Specialized experience is defined as that which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specifically, creditable specialized experience that involved a range of duties associated with processing and maintaining attendance and leave records for an organization.


Specialized experience for this position is defined as: (1)reviewing personnel actions for accuracy and completeness; (2) computing and establishing years of service computation dates (SCDs); (3) verifying Veterans preference entitlements; AND (4) researching and providing specific information concerning HR processes and procedures pertinent to recruitment and staffing.

There in no substitute education at the GS-07 grade level.

COVID-19 Pandemic Expanded Telework Program - Due to COVID-19, VA is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. Management officials will provide information about returning to the official, pre-pandemic worksite, when applicable. At that time, you may be eligible to request to continue to telework depending upon the terms of your organization's telework policy and the duties of the position.

Work Schedule: Regular office hours, Monday - Friday, 8:00 AM - 4:30 PM. Alternate work schedules may be available after training.

Physical Requirements: The work is mostly sedentary with occasional walking and bending and carrying of light items such as papers and books. Work requires lengthy periods viewing video display terminals and extensive use of computer keyboarding. No special physical demands are required to perform the work. The Department of Veterans Affairs makes reasonable accommodations for persons with disabilities.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is grade GS-07.
