As the Management and Program Analyst in this position, you will:

  • Plan and conduct OGC evaluations and studies of FEC operations, programs, and policies to analyze their effectiveness and efficiency in meeting established goals and objectives.
  • Provide expert knowledge of FEC programs, conducts extensive risk analysis, identifies, and recommends approval of OGC strategies.
  • Assist OGC Senior Leadership with metrics development, implementation, and tracking relating to all OGC functions, including investigations, audits, evaluations, studies, risk assessments, and reports to the Commission and to Congress.
  • Support publication of OGC reports and other reporting requirements.
The full performance level of this position is GS-0343-13. This position is developmental in nature. Upon meeting regulatory and performance requirements the incumbent may be promoted non-competitively to the target level of GS-13.

Qualifications

In order to qualify, you must meet the experience requirement described below. Your resume must clearly describe your relevant experience.

Applicants must have at least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in private or public sectors) conducting program analysis for mission support and/or administrative program management. This must include activities such as: (1) evaluating the efficiency and effectiveness of programs in order to make formal recommendations; (2) applying qualitative and/or quantitative methods for the assessment and improvement of program issues; (3) analyzing program requirements in order to establish plans of action; and (4) developing management and/or program evaluation plans, procedures, or methodology.

In addition, you must provide a Cover Letter describing your experience with the competencies identified below:

  5. Communication: Gives information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; writes memos, emails, and reports that are accurate, clear, and convincing.
  6. Workload Management: Manages multiple projects, tasks, and competing priorities. Effectively prioritizes duties based on critical nature and requestor. Experienced in effectively managing a large workload for multiple stakeholders.
Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
