Help

As a Lead Highway Safety Specialist, you will:

  • Lead a team of Safety Regional Program Managers (RPMs) responsible for the planning, implementation, and delivery of data driven highway safety countermeasure programs in the region, to advance safe, equitable, accessible roadway transportation.
  • Lead the Safety Program RPMs in delivering technical assistance to SHSOs in identifying and gathering metrics regarding effectiveness of outreach and education to identified underserved communities.
  • Responsible for expanding technical knowledge in the traffic safety profession, provide consultation and guidance to colleagues, role model effective professional traffic safety practices/skills, teach or provide orientation to less experienced RPMs, develop innovations in traffic safety interventions, and provide technical grant program direction.
  • Advise the Regional Administrator (RA) about delivery of data-driven highway safety programs, State performance management, equity and inclusivity, strategic planning, partnership development, and outreach/engagement of Individuals disproportionately impacted by motor vehicle crashes.
  • Lead the Safety Program RPMs in the delivery of presentations and other external communications to various audiences interested in federal highway safety grant programs and the behavioral traffic safety programs.
  • Lead the Safety Programs RPMs in proactively searching and identifying effective best practices in highway safety, sharing with appropriate partners, and making key connections with other public health data sets (e.g., health outcomes, substance abuse, economic indicators, race, and ethnic data).

The ideal candidate should have experience in providing technical assistance to States and jurisdictions on how to develop and deliver data driven traffic safety programs that are based on proven countermeasures or innovative approaches to addressing motor vehicle related fatalities and injuries. The candidate should have experience in coaching, mentoring and developing people, strategic planning and program management, demonstrated training and facilitation skills and strong organization skills to manage multiple work assignments with tight timelines.

REMOTE WORK: This position may be eligible for Remote Work in the states of DE, DC, MD, KY, NC, VA, WV only. Remote work means the residence is the full-time official duty location. The difference in salary is determined by the locality pay in each location. Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience in data analyses and planning to successfully develop, manage, and implement programs addressing highway safety issues, particularly regarding equitable and evidence-based countermeasures and initiatives.
  • Experience with developing strategic relationships among various stakeholder for the purpose of collaboration and participation in highway safety programs and/or policies.
  • Experience with behavioral highway safety/injury control programs across the breadth of issues (e.g., impaired driving, occupant protection, speeding, motorcycle, pedestrian, distracted driving, etc.) related to prevention, intervention, enforcement, policy, and evaluation strategies.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Demonstrated knowledge of grant programs established under Section 402, the State and Community Highway Safety Grant Program and Section 405 National Priority Safety Program.
  2. Demonstrated knowledge in developing and providing training, technical assistance, expertise, and consultation to program officials, recipients and stakeholders on program delivery and development of proven or innovative traffic safety countermeasures, identifying and gathering metrics regarding effectiveness of outreach and education to identified underserved communities, how to expand their stakeholders beyond their traditional partners, and experience with coalition and consensus building, ability to conceptualize programs and to effectively put them into action.
  3. Demonstrated ability to establish and maintain working relationships with individuals at various levels in the public and private sector, including federal, state, and local transportation and public safety partners, as well provide specialized technical assistance to these interest groups.
  4. Demonstrated ability in developing, marketing, implementing/managing, and evaluating programs at the federal, state, or community level. Advanced ability to gather and analyze data to plan, develop, implement, and evaluate traffic safety systems or programs.
  5. Demonstrated ability to communicate effectively (orally and in writing), as demonstrated by the development and delivery of presentations, written reports, briefings, and other products.
  6. Demonstrated ability to effectively to coach and mentor others.
