Summary

The position is for a Supervisory Procurement Analyst to serve as the inaugural Chief of the Acquisition Systems & Information Support (ASIS) Division within VA's Strategic Acquisition Center (SAC) Compliance & Internal Control Service (CICS).

Applicants must reside within a 50 mile radius of a VA facility that provides PIV services and on-site IT support for end-users.

This is a Direct-Hire Authority announcement open for 5 full days. At the hiring manager's discretion, this announcement may be extended for additional 5 days, if less than 125 applications are received within the initial 5-day posting period.

The first 100 qualified and eligible candidates who applied will be considered for referral to the selecting official. Additional candidates will be referred based on hiring needs and/or Hiring Manager request.

Supervise a group of geographically dispersed employees performing work at the GS-11 through GS-13 level. Exercise supervisory authorities and responsibilities within the Acquisition Systems and Information Support (ASIS) Division of the Strategic Acquisition Center's Compliance and Internal Control Service (CICS) involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised within one of the divisions within CICS. Provide administrative and technical supervision necessary for accomplishing the work of the team. Supervise the group of employees under Risk Management and Control, Acquisition Systems and Information Support, and/or Policy and Quality Assurance in support of major programs, including but not limited to: Medical Surgical Prime Vendor, Medical Disability Exams, Care in the Community (and related MISSION Act contract actions), Prosthetics, Non-Expendable Equipment, Tuition Assistance Program, and other high-value and high-visibility VA programs. Acquisition systems support functions will include monitoring compliance, usage, deployment, stakeholder input, subject matter expertise, and and data integrity efforts current and future acquisition systems, which include, but are not limited to: Federal Procurement Data System (FPDS), System for Award Management (SAM), Contractor Performance Assessment Reporting System (CPARS), FAI/DAU CornerStone on Demand (CSoD), VA's Forecast of Opportunities and Requirements Center of Excellence (FORCE), Automated Acquisition Management System (AAMS), integrated Financial and Acquisition Management System (iFAMS), and all additional suite of modules contained within the VA's electronic Contract Management System (eCMS).

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/17/2023.

Basic Requirements for GS-14:Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

- AND -

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver.

NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript.

You may qualify based on your experience and/or education as described below:

Specialized Experience (GS-14): One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Expert level experience and knowledge in the following: Perform administrative and personnel management functions relative to staff supervised. Establish guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Provide informal feedback and periodically evaluate employee performance. Resolve informal complaints and grievances. Develop work improvement plans, recommending personnel actions as necessary. Provide advice and counsel to workers related to work and administrative matters. Prepare individual development plans and conduct performance evaluations for subordinate staff. Assist in developing Supervisory Procurement Analyst, acquisition strategies, use of a wide variety of acquisition methods, determining pre-negotiation positions, determining the type of contracts and negotiation authorities. B. My experience is not reflected in any of the above statements.

There is no educational substitution for the GS-14 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary with no special physical demands. The employee may be subject to stress due to changed requirements, short deadlines, limited information, and uncontrollable workload peaks. Intensive and or frequent/sequential meetings and/or virtual collaborative sessions requiring sustained participation frequently require long periods without rest periods.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
