Summary

As the Campaign Finance Analyst in this position, you will:
Function as a Campaign Finance Analyst and oversee the campaign finance disclosure requirements and the policies and procedures for reports analysis in order to conduct the review of filers' reports.
Prepare letters to outline corrective actions for committees, and other reporting entities, and identify matters requiring referral to other FEC offices.
Identify committees and other reporting entities that are considered late- and non-filers and subject to the Administrative Fine Program.
Provide quality customer service to internal and external customers by phone, electronic correspondence, and in person.
You must be able to pass a background investigation.
Males born after 12/31/1959 must be registered or exempt from Selective Service (see Legal and regulatory guidance below).
You may be required to serve a 2 year probationary period.
Direct Deposit of Pay is required.
You must meet eligibility and qualification requirements within 30 days of the closing date of this announcement.
Status candidates must meet time-in-grade/band requirements (52 weeks at the next lower grade).
Qualifications
In order to qualify, you must meet the experience and/or education, as well as the selective factor requirement described below. Your resume must clearly describe your relevant experience and must demonstrate you meet the selective factor. Please provide your transcripts if you are qualifying based on your education.
In addition to meeting the Qualifications below, you must possess the following Selective Factor: Experience working with campaign finance/campaign funds, and/or analytical research or evaluation techniques. If you do not have this type of experience, you will receive no further consideration.
Minimum Qualifications for GS-0301-07:
A. Have at least one full year of specialized experience applying basic analysis work and providing customer service in support of an organization comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following in a developmental capacity: (1) assisting with the application of qualitative and quantitative analysis research and evaluation techniques; (2) assisting with comparing data using databases and spreadsheets (e.g., Access, Excel, etc.); (3) assisting with preparing information on financial disclosure documents; (4) assisting with monitoring compliance of various organizational programs. OR
B. Have successfully completed 1 full year of graduate level education. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (Note: you must include copies of your transcripts with your application to support this claim.) OR
C. Met the requirements for Superior Academic Achievement by earning a bachelor's degree with at least one of the following (1) a grade point average (GPA) of 3.0 or higher based on a 4.0 scale; (2) a 3.5 GPA or higher for required courses completed in a major field of study during junior and senior year of a 4-year college or university; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college, such as the College of Liberal Arts, based on completed courses; or (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position being filled. D. Have successfully completed a combination of education and experience as described above that, when converted to percentages, equal at least 100% of the total requirement. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify this grade level. (Note: you must include copies of your transcripts with your application to support this claim.)
Minimum Qualifications for GS-0301-09:
A. Have at least one full year of specialized experience applying basic analysis work and providing customer service in support of an organization comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) applying qualitative and quantitative analysis research and evaluation techniques; (2) using databases and spreadsheets (e.g., Access, Excel, etc.) to enter and maintain records; (3) analyzing complicated information on financial disclosure documents; (4) planning and executing work to meet deadlines; (5) providing customer service to internal and external customers. OR B. Have a master's degree, or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such degree or LL.B. or J.D. from an accredited college or university, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You must submit a copy of your transcripts. OR C. Have an equivalent combination of specialized experience and graduate education. Note: To compute this, first determine your total qualifying experience as a percentage of the experience required above; then determine your total qualifying graduate education as a percentage of the education required above; add the two percentages. The total percentage must equal to 100 percent to qualify. You must submit a copy of your transcripts.
