As a Senior Contract Specialist and expert advisor and consultant supporting the Division of Transplantation (DoT) portfolio, you will perform oversight of the entire pre-solicitation, negotiation, award, post award administration and close-out phases for contracts.
Your major duties and responsibilities include:
Managing and coordinating the efforts of a professional and support staff in approving Procurement Plans and Request for Contract prepared by agency staff.
Assisting the Director in managing the DoT portfolio contract data from the Procurement Request Information System Management (PRISM) into the Federal Procurement Data System (FPDS).
Providing expert advice and guidance to the HRSA top management staff as well as to other agency officials, on matters related to large acquisition contract management and policy.
Approving determinations and findings, other related pre-solicitation documentation, and solicitation documents and recommending decision actions for HRSA procurements that arc to be awarded without full and open competition.
Overseeing and coordinating contract negotiations with employees and staff from a variety of organizations including, Federal, State and local government, and the private sector.
Analyzing and approving the processes, steps and procedures that lead to the award of a contract and other business agreements that the Agency enters into.
Initiating, designing, implementing, and overseeing periodic analyses of the HRSA Acquisition program.

To qualify for this position at the GS-1102-14 grade level,you must meet all of the following requirements and provide all required supporting documentation by the closing date of the announcement.
1.Education: You must have completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Training: Completed all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience comparable in difficulty and responsibility to at least the GS-14 grade level in the Federal service, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

Professional Acquisition Certification: To be considered for this position, you must possess at least one of the following and provide the required documentation for verification by the closing date of this announcement.
A. Current/active Federal Acquisition Certification in Contracting (FAC-C) Professional certification. Examples of minimum qualifying specialized experience at the GS-13 level include performing the following types of tasks on a regular and recurring basis:
Providing technical leadership, staff coordination, and consultation in any phase of the federal contracting process that are in compliance with the Federal Acquisition Regulation (FAR).

Providing technical advice and guidance on a wide range of federal contracting methods and contract types to plan and carry out pre-award and post-award procurement activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social).
