Summary

This position is located in the Office of General Counsel in the Enforcement Division's Office of Complaints Examination and Legal Administration (CELA). The incumbent will serve as a Paralegal Specialist. The primary purpose of the position is to create, compile, and evaluate all case-related information for the Enforcement Division.

This is a Bargaining Unit position.

As the Paralegal in this position, you will:

  • Assist in rating all Enforcement cases pursuant to relevant criteria.
  • Respond, both orally and in writing, to inquiries from respondents and complainants about the status of inactive matters.
  • Organize and index case documents in multiple databases, and ensures all documents, both paper and electronic, are properly preserved.
  • Assist in drafting factual narratives in some reports to the organization, including periodic reports analyzing the factual and legal issues in matters recommended for closing.
  • Assist in the identification of, and preparation of Notification Letters to, potential respondents in Enforcement actions.

Qualifications

In order to qualify, you must meet the experience and/or requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

A. Have at least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in private or public sectors) including activities such as: (1) researching and analyzing complex legal issues, including regulatory and constitutional issues; (2) organizing and indexing case documents in multiple databases, and ensuring all documents, both paper and electronic, are properly preserved; (3) preparing draft correspondence, memoranda, or reports that include all pertinent facts; (4) preparing ad hoc and periodic statistical reports, as requested by the organization.

B. Have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher graduate level education leading to such a degree or LL.M., if related. This education demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Note: You must submit a copy of your graduate transcripts with your application.

C. Have an equivalent combination of the specialized experience described in "A" and the graduate-level education described in "B". To determine if you qualify under this combination, first determine your total qualifying experience as a percentage of the specialized experience required; then determine your education as a percentage of the graduate education required (only graduate education in excess of the first 36 semester hours is creditable for this combination). When you add the two percentages, the total percentage must equal at least 100 percent to qualify. Note: You must submit a copy of your graduate transcripts with your application.

In addition, you must provide a cover letter describing your experience with the competencies identified below:

  • Database Administration: Ability to handle and synthesize factual material while utilizing database management, including relational databases and spreadsheets (e.g., Access, Law Management software, Excel, or MS Project).
  • Legal Administration: Knowledge of legal reference, regulations and policy, directives, issuances, court decisions, and legal publications sufficient to perform extensive and thorough legal research for case assignments.
  • Research: Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
  • Written Communication: Recognize or use correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer or unpaid experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
