Help

  • The ADPAC is considered the Service POC and resident first line IT support, and provides information, recommendations, and guidance to a vast array of staff and leadership, to include senior executive management where decisions are likely to impact overall operations. The ADPAC is the primary liaison between the Office of Information Technology (01T) specialists, Biomedical Engineering, and to Health Informatics Specialists (HIS) for requirement definitions, troubleshooting and problem resolution.
  • You will prepare and conduct all required package level training for a wide variety of users/stakeholders. Train users on the software package and technology. Provide technical support to end users and customers who need advice, assistance and/or training in understanding applications of the hardware and software systems.
  • Maintain the VistA software package(s) specifics for South Texas Veterans Heath Care System (STVHCS) and integrate the operational needs of the each service with hardware and software, enhancing excellent end user results.
  • Analyze, coordinate, monitor and manage the Service's extremely complex file structures, software capabilities and functionalities in support of the Service's missions and goals.
  • Possess strong administrative/program management skills; in depth knowledge of processes and practices (e.g. workflow) in the Service; and in depth familiarity with how the software integrates with and impacts other technologies and/or end users.
  • Responsible of managing several computer applications to include, but not limited to: Veterans Health Information System and Technology Architecture (VISTA) core applications for various applications to include the Surgical Package and VistA Imaging as it relates to devices utilized in the Operating Room.
  • You will conduct projects and studies that will impact on the overall functions of the services in such areas as policy development and implementation, work methodology, processes, automation, streamlining, program/service goals and objectives, personnel management, etc.
  • Responsible for all parent service ADP request, placement and/or relocation of equipment to maximize efficiency.
  • Determine access to terminal and file codes for the purpose of controlling access to the patient and medical records database. Assign menus, security keys, and mail groups to service employees as well as non-service employees requesting special service/VlSTA options, making necessary changes as employee's transfer to and from other services. Prepare requests for computer access and periodically reviews staff access to ensure access is appropriate for position duties.
  • Work closely with Biomedical Engineering and OIT in installing, maintaining, and upgrading software and hardware. Serve as the Service contact point for troubleshooting/maintaining computer hardware and software.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/30/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to in-depth knowledge of agency programs and activities; agency missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. Knowledge of personal computers and related hardware components, extensive knowledge of computer software. Knowledge in application of a wide range of evaluative techniques as software package management and application; expertise in operating systems and proficiency in using appropriate software packages; expert knowledge of VHA operations, national databases (including the VistA architecture and file structure), and software package trouble-shooting techniques, examine options and develop solutions, and assess impact; ensure quality management of Service operations; and develop and deliver appropriate educational and training programs, and skill in communication both orally and in writing for oral presentation, preparing training materials, spreadsheets, charts and graphs or other briefing materials.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
