As a Attorney-Advisor (Deputy General Counsel), ES-0905-00, you will serve as the Deputy General Counsel for Negotiations, Legislation and Administrative Law and some of your typical work assignments may include:
1. Develops major trade legislative proposals to be made by the Administration. Negotiates acceptable draft legislation with the staffs of the relevant Committees of the Congress. In coordination with the Congressional Affairs Office, participates in meetings and briefs Congressional staff and Members of Congress, in particular staff and Members of the trade committees. Reviews, analyzes, and prepares agency positions on the legislative proposals of other agencies and of Members of the Congress.
2. Advises the United States Trade Representative and other senior officials of the agency on a broad range of legal issues. Drafts legal opinions, interprets domestic law and bilateral and multilateral agreements with respect to major economic matters for the United States Trade
Representative, and prepares analytical papers for consideration by the President and Cabinet level officials. Prepares or supervises preparation of trade related Proclamations, Memoranda, and Executive Orders, for the President's signature.
3. Follows developments in the Administration of other domestic programs affecting trade, including changes in United States tariffs and nontariff measures affecting trade, and analyzes the conformity of these programs with United States international obligations.
4. Represents and negotiates on behalf of the United States in bilateral, plurilateral, and multilateral forums involving international trade. Advises the United States Trade Representative and other senior officials of the agency on a variety of legal issues arising under these trade
agreements.
5. Manages, coordinates, and supervises the activities of the office under the direction of the General Counsel, including supervision and oversight of the work of staff attorneys and support staff.
This job does not have an education qualification requirement.
If not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by a Qualifications Review Board of the Office of Personnel Management before appointment to this position, and will be required to serve a one-year probationary period in this position.
