Summary

Under the supervision of the Regional Administrator (RA), the Deputy Regional Administrator (DRA) provides leadership and direction to the States and regional staff to design, implement, and evaluate health and safety programs designed toward a safe, efficient transportation system for all road users. The position offers technical assistance to federal, state and local governments and organizations on the federal regulations governing NHTSA’s State and Community Grant Programs.

Duties

The Supervisory Highway Safety Specialist, you will:

  • Serves as the senior advisor to the Regional Administrator (RA) on matters related to the management of the staff and resources of Regional Office including staffing, travel,
    training and administrative expenses.
  • Serves as the primary representative of NHTSA with respect to matters involving highway safety planning, program development, implementation, monitoring, and evaluation.
  • Assist RA in establishing Regional Office procedures and staff assignments and duties to ensure that activities, projects and resources are directed to accomplishing Agency goals and priorities.
  • Recommends to the RA performance evaluations of the regional staff. Approves staff leave requests. Participates in selections to fill vacancies on staff.
  • As designated, provides support and technical direction to the staff in the development and implementation of regional strategic plans for impaired driving, occupant protect, data improvement, and other programmatic emphasis areas.
  • Participates in meetings and conferences representing both NHTSA's and the Regional Administrator's points of view, and exchanges information to advance road safety programs.

The ideal candidate should have experience in training and developing people, supervising and leading teams, strategic planning and project management, financial/administrative management and grant oversight, research and regulatory interpretation, and strong organization skills to manage multiple work assignments with tight timelines.

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience providing technical leadership to a staff responsible for planning, developing, implementing, and evaluating a comprehensive grant program.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Demonstrated work experience in planning, developing, implementing and evaluating a comprehensive education or safety programs. Includes the ability to provide technical guidance and assistance to government agencies.
  • Demonstrated ability to plan, direct, and manage human resources including establishing, assigning, and monitoring subordinates’ work assignments. Ability to guide and accurately answer staff questions, provide constructive feedback on employee performance and conduct, mediate conflicts, and recognize successful work products and accomplishments by individuals and the unit.
  • Demonstrated work experience in accurately interpreting and applying complex laws, regulations, and policies. This includes researching rules and guidance, explaining them to State officials and staff, and providing technical assistance to achieve qualification and/or compliance with grant program rules.
  • Demonstrated skills in networking and relationship-building, and effective, persuasive communication (strong written and oral communication).
