Duties

Help

As a Highway Safety Specialist, you will:

  • Be responsible for providing technical assistance and advice to States, private and public sector organizations, and consumers regarding priority highway safety programs of the Agency.
  • Develop and manage traffic safety program activities, and provide technical assistance and training to States, communities, and advocacy groups in all facets of a comprehensive traffic safety prevention program, including the management of Federal grant funds and grant-funded activities.
  • Conduct necessary research and drafting documents related to the promotion of the NHTSA's traffic safety programs; prepare fact sheets, correspondence, brochures, announcements, speeches, and testimony describing or promoting traffic safety; and develop background material, analyses, and correspondence as requested, for the RA's/DRA's signature.
  • Use electronic program and financial management systems to review and approve grantees' financial documents, and provide technical assistance to the SHSO and other State financial personnel including: notification of funds availability, resolution of critical errors, calculation of matching requirements, reconciliation of program funds, assistance in the hands-on training of States' personnel on the use of NHTSA's financial system, and assist State personnel in year-end financial close-outs.

The ideal candidate should possess excellent communication skills, with preference to experience in grant, contract or project management, oversight, implementation and evaluation. The candidate must possess a strong understanding of problem identification, data analysis, evaluation and records, as they relate to public or highway safety. Program administration, project planning, management, and assessments experience are highly desirable.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience working with a supervisor or senior employee developing, implementing and managing projects that demonstrate successful strategies for addressing traffic safety problems and managing local, State, or Federal grants, conducting data analysis, problem identification, project and management planning, program administration and evaluation.

To qualify for the GS-11 on Education alone, you must have:

  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience developing, implementing, and managing programs and projects that address problems in highway safety, public health, injury prevention, or related fields.
  • Experience managing local, State, or Federal grants, participating in assessments or similar reviews of grant programs, conducting data analysis, problem identification, project and management planning, program administration, and evaluation.
  • Experience educating stakeholders, partners and the public by developing and presenting technical information education.

You cannot qualify on education at the GS-12 level; you must have experience.

To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include:

  • Experience directing and managing grants and conducting management reviews, audits or other program and fiscal reviews.
  • Experience developing, implementing, managing, and evaluating comprehensive safety programs that demonstrate success in addressing highway safety problems.

You cannot qualify on education at the GS-13 level; you must have experience.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Demonstrated experience in establishing and maintaining working relationships with individuals at various levels in the public and private sectors to successfully provide highway safety grants management, technical assistance, financial advice, program and project monitoring.
  2. Demonstrated experience in developing, planning, implementing, managing and evaluating a public health and/or highway safety program in a specific subject area in collaboration with State/local partners.
  3. Demonstrated communication skills to interpret, explain and promote agency priorities.
  4. Demonstrated knowledge and experience of Federal highway safety grant administration, including interpreting complex or technical Federal regulations and guidance and utilizing financial and programmatic grant tracking/electronic management systems.

Education
