Summary

This position is located within the Mission Support Team of the Department of Defense Office of Inspector General. The incumbent performs a variety of mail and distribution center operations such as receiving, sorting, opening, controlling, accounting, and processing United States Postal Service (USPS) regular mail, accountable mail, and classified documents. Also receives, accounts, invoices, and ships packages from non-USPS carriers, such as United Postal Service, Federal Express, and DHL.

Duties

Help
  • The incumbent assists with administering the DoD OIG?s Mail Management Program and oversees the proper use of classes of outgoing accountable mail and delivery requirements of the material being shipped.
  • Assists in managing postal funds expenditures and processes and approves commercial carrier invoices for disbursement.
  • Serves as the online mail account manager and supports customers with establishing and maintenance accounts. Also, receives and properly handles classified and unclassified mail and correspondence.
  • Obtains and maintains stock of shipping material and forms for control of accountable mail, courier service shipments, and maintains electronic accountability logs and files of documents processed.
  • Serves as a customer service representative to provide information, answer questions, and provide assistance as it relates to official accountable mail and commercial courier services.
  • Investigates customer complaints of inadequate mail service and initiates actions to improve service when justified. Lifts and carries objects of heavy weight (over 50 pounds) and occasionally lifts and carries heavier materials.

  • Must be a U.S. Citizen.
  • Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov) .
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade:

For entry at the GS-07 level, status applicants must have served 52 weeks as a GS-06 or equivalent or higher grade, in the Federal Service.

Specialized Experience:

You must have 52 weeks of specialized experience at the GS-06 grade level or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: providing mail handling functions (incoming and outgoing mail) and delivering packages; overseeing the proper use of classes of outgoing accountable mail and delivery requirements of the material being shipped, monitoring postal expenditures; providing customer service support by answering questions, providing information, and providing assistance with official accountable mail and package courier services.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

There is no substitution of education for the qualifying experience at the GS-07 grade level.
