Summary

The employee serves as a Lead Program Analyst in the National Center for Statistics and Analysis (NCSA). In this capacity, the Lead Program Analyst will provide day-to-day leadership to the Fatality Analysis Reporting System (FARS) team to ensure that all activities of the team are directed toward improvement in the timeliness, completeness, and quality of the data collected and disseminated. Reports to and works closely with the Division Chief to assign workload to FARS team as necessary.

As a Lead Program Analyst, you will:

  • Provide day-to-day leadership to the FARS team to ensure that all activities of the FARS team are directed toward improvement in the timeliness, completeness, quality and customer service improvements in FARS data collection and dissemination.
  • Collect FARS data, analyzing the usefulness and accuracy of all data collected in FARS, and coordinating with key personnel in the National Center for Statistics and Analysis (NCSA), other NHTSA offices, the Federal Highway Administration (FHWA), other DOT and public users, national and state highway safety organizations, and state government representatives.
  • Study, analyze, and recommend new and improved ways of using the FARS crash data collection techniques and computerized technology to foster improvements in motor vehicle safety.
  • Make recommendations for, and implements, micro-computer applications, relevant to FARS operations that enable NHTSA management, Federal and State agencies, and the highway safety community to evaluate FARS statistical data, monitor their programs, and produce required analytical reports automatically.
  • Present and represent DOT and the Agency at major conferences on highway safety trends.

The ideal candidate for this position is highly self-motivated and possesses excellent analytical, program management, and organizational capabilities; self-starter and taking prompt actions to accomplish tasks to further the organization’s objectives. The ideal candidate performs to achieve goals beyond what is required; and being proactive is critical to success in this position. The ideal candidate has skills in applying quality control techniques sufficient to support the infrastructure/design, implementation, and evaluation of a quality-controlled system; can adapt to a fast-paced work environment and effectively handle the nuance challenges that come along with crash data sampling activities. NHTSA is seeking a candidate capable of developing collaborative relationships to facilitate the accomplishment of work goals for the NHTSA’s data collection efforts.

REMOTE WORK: This position may be eligible for Remote Work.  Remote work is an arrangement in which an employee works at an approved alternative worksite (e.g., from home) that is at a location away from the agency worksite. Remote work location will be determined upon/after selection and may affect locality pay.  The difference in salary is determined by the locality pay in each location. Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience reviewing and analyzing crash data in State data files;
  • Experience conducting quality control studies on crash data files to ensure accuracy of data for customers;
  • Experience identifying and resolving deficiencies found in data programs;
  • Experience communicating with internal and external customers with regards to motor vehicle crash data files, such as providing advice to program users on how to review and interpret data results.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge and experience in working with State data files concerning motor vehicle traffic crashes by evaluating and analyzing data collection and/or data quality issues to improve timeliness, completeness, quality, efficiency, and effectiveness.
  2. Knowledge of applying quality control techniques sufficient to support the infrastructure/design, implementation, and evaluation of a quality-controlled system.
  3. Analyze problems to identify significant factors, gather pertinent crash data, and recognize solutions
  4. Effective presentation skills as demonstrated by oral and written communications, such as numerous speaking experiences before various types of audiences, including some before motor vehicle safety groups.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
