This job announcement may be used to fill additional vacancies for additional positions vacated during the job bid process. IAW UTNGR 690-12 dated 19 APR 2018 and LIUNA-UTARNG CBA dated 11 NOV 2018, Priority will be given to all current, onboard employees of the UTNG.

Major Duties: This is not an all-inclusive list

As a QUALITY ASSURANCE SPECIALIST (Title 32), GS-1910-9, you will:

  • Develops the AASF Quality Management Plan (QMP) that documents the management and operational policies and procedures to ensure work processes, products, or services satisfy expectations and quality standards.
  • Develops quality assessment plans to evaluate and improve quality of maintenance production and work processes.
  • Develops local regulations and/or operating instructions for implementation of the quality assurance and reliability program and ensures compliance with procedures.
  • Provides the Logistics Management Officer/Supervisory Maintenance Test Pilot and maintenance supervisors with definitive technical information and advice on maintenance procedures and techniques.
  • Maintains the AASF master library. Manages technical publications accounts.
  • *Monitors the AASF publication improvement system to include the recommended changes to publications and blank forms (DA Form 2028) and material deficiency, and Quality Deficiency Reports (QDR).
  • Manages the Safety-of-Flight (SOF) and Aviation Safety Action Message (ASAM) programs to ensure effective and timely accomplishment.
  • Monitors aircraft acceptance/transfer inspections, aircraft configurations, and component time-change requirements.
  • Manages the weight and balance program.
  • Performs command directed quality inspections and special inspections for all aspects of aircraft and associated equipment.
  • Performs inspections of maintenance shops for safety and condition of equipment.
  • Performs management and compliance reviews over a wide range of functions within the AASF.
  • Investigates equipment failure trends on aircraft air-frames and components and systems.
  • Conducts formal training of quality assurance and quality compliance principles, procedures, techniques, and skills. Provides initial training for the certification of status symbol clearing authority.
  • Reviews and evaluates quality compliance inspections performed by production units.
  • Serves as the primary point of contact (POC) to, and provides liaison services between, the AASF and external organizations regarding QA matters.
  • Serves as the Contracting Officer Representative (COR) for a life cycle contractor support aircraft maintenance contract to ensure contract compliance with written procedures as required.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Qualifications

GENERAL EXPERIENCE:
Experience, education, or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items). Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
Must have at least 24 months experience involving principles, techniques and accepted practices of quality assurance work (i.e., the application of statistical sampling techniques sufficient to perform assignments or preparation of technical reports on quality levels to identify specific problems). Experience in the application and theory of specialization using applicable publications. Experience in the preparation of technical reports on quality levels to identify specific problem areas and to recommend corrective action.
