Duties

Help

As a MOBILIZATION PLANS SPECIALIST (TITLE 32), GS-0301-11, you will serve as a Mobilization Plans Specialist to develop plans, coordinate preparations for mobilization and the deployment of available ARNG units.

Major Duties - This is NOT an all-inclusive list:

  • Take action to recommend mission changes or corrective measures when the mission is inappropriate.
  • Make commitments regarding mobilization within delegated authority.
  • Make recommendations to the MRO on the planning, programming and execution of mobilization exercise funds.
  • Develop operations plans required for the implementation of Joint Chiefs of Staff mobilization exercises.
  • Develop, analyze, and update mobilization plans and projects from conception to completion.
  • Provide mobilization planning assistance to the state staff and subordinate HQs staff and units.
  • Analyze the war plan missions assigned to the state's units and evaluates the capability of those units to meet requirements considering mobilization capability, readiness and other factors.
  • Analyze force structure changes for impact on the state and unit mobilization plans.
  • Analyze and review the FORSCOM CAPSTONE program for accuracy of information impacting on the command.
  • Represent the state at NGB, US FORSCOM, and other General Officer and Major Command mobilization and deployment conferences as required.
  • Act as the mobilization POC for the Reserve Component Automation System (RCAS), coordinate staff studies and actions.
  • Serve as a member of the state Readiness Committee or Council.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours; overtime may be required.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.

Military Grades: Enlisted/Warrant Officer/Officer: Minimum grade of E-7, maximum grade of O-3.

GENERAL EXPERIENCE: MUST possess experience, education or training which provided a general knowledge of principles of organization, management, and administration; compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled; experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS-11 Level -Must possess specialized experience which includes at least 1 year specialized experience equivalent to at least the next lower grade level; experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; experience preparing written communications and oral presentations.

In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
