The Human Resources Classification Specialist performs complex administrative and professional work in developing and executing classification and position management principles and will perform recruitment that support the human resources strategic plan and accomplishment of aligned projects, goals and operational objectives.
United States Citizens or individuals lawfully admitted for permanent residency or authorized by the United States Citizenship and Immigration Service to work in the United States. While the DC Courts has a telework policy, eligibility is determined by the respective division where the position is situated within the agency.
The Human Resources Classification and Recruitment Specialist duties include but are not limited to the following:
Performs classification reviews using Office of Personnel Management (OPM) and court-specific standards and by gathering information through audits and discussions with incumbents and discussions with supervisors, and review classification standards and organization charts.
Analyzes duties, apply classification standards, and write evaluation statements to justify title, series, and grade determinations.
Answers general questions from supervisors and employees regarding the procedures for classifying positions and filing classification appeals.
Makes determinations in the proper crediting of factor levels and ultimate allocation of grade levels to positions.
Research policies, procedures, and operations involved in classification to ensure compliance.
Applies an understanding of position classification principles, practices, and guidance to classify a variety of positions.
Originates solutions or develops appropriate interventions for management on significant classification and position management issues and concerns.
Collaborates with the Workforce Planning Specialist; HRIS, HR Benefits, and HR Talent Acquisition teams; and the Budget and Finance Division as needed to ensure effective and accurate position management and tracking.
Develops SOPs, white papers, and provide guidance on policy and practice to ensure consistent decision making and uniform application of rules and regulations.
Develops and provides tools, such as written guides, references, and templates for internal and external customers.
Develops statements of difference for career ladder positions, addendums, and appropriate non-competitive promotion actions, ensuring criteria are met.
Develops methodologies to aid in understanding the organization's needs and goals for the position.
Develops and conducts training and awareness sessions to supervisors on classification standards and guidelines; position description best practices; and desk audit procedures.
Performs human resources quality review of candidates, ranks applications, composes vacancy announcements and creates selection certificates.
Background and security investigation are required.
A probationary period of one (1) year must be successfully completed.

Qualifications
Minimum Qualifications:
Bachelor’s degree in human resources, business administration or related field plus five (5) years of experience in human resources, which includes at least two (2) years of specialized experience with classification reviews and one (1) year in recruitment. This includes gathering information through audits with incumbents and discussions with supervisors; reviewing and applying classification standards and analyzing duties in order to develop correct title, series, and grade determinations for lower graded positions; and using human resources systems to query, retrieve, and analyze information to complete assignments.
