Duties

Help

You will serve as a Technical Manager (TM), overseeing the development, production, and testing of boats and systems that address U.S. Coast Guard and Department of Homeland Security (DHS) requirements.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

  • Developing specifications and supporting engineering, integration, and test and evaluation efforts to support the acquisition of Coast Guard Boats.
  • Interpreting industry and government technical standards and establishing consistency in their application.
  • Reviewing and evaluating drawings and deliverables to ensure boat systems and subsystems meet technical and engineering standards.
  • Assisting with the development of engineering change proposals, cost estimates, and other technical or contract administration documents.
  • Communicating specific program objectives, special instructions, deadlines for submissions, and any technical, logistical, and test and evaluation considerations.

Qualifications

BASIC REQUIREMENTS: Degree: Engineering. To be acceptable, the program must: (1) leading to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1.  Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2.  Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above.

3.  Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

ADDITIONAL REQUIREMENTS

AT THE GS-11 LEVEL: Applicants must have at least one year of specialized experience equivalent to a GS-09 in the federal service. Specialized experience includes: Assisting other Technical Managers with drafting specifications, reviewing test procedures, executing quality and test checklists, and developing recommended corrective actions. Assessing the adequacy of boat design by conducting independent inspections and test of a contractors’ Hull Mechanical and Electrical (HM&E) and electronic systems. 

AT THE GS-12 LEVEL: Applicants must have at least one year of specialized experience equivalent to a GS-11 in the federal service. Specialized experience includes: Playing a key role in the development of boat specifications, defining and allocating requirements, evaluating design tradeoffs, balancing technical risk, defining and assessing interfaces, monitoring verification and validation activities; creating project reports or proposals to identify and resolve issues of project scope, cost, and resources, considering all program risk areas, including cost, schedule and technical performance; and managing cost, schedule and technical performance of active task orders.

AT THE GS-13 LEVEL: Applicants must have at least one year of specialized experience equivalent to a GS-12 in the federal service. Specialized experience includes: Conducting acquisition program reviews, engineering analyses, and evaluations; conducting engineering research and studies to determine and recommend appropriate solutions to issues, interpret designs, and evaluate adequacy; interpreting and evaluating engineering drawings, specifications, and technical data packages; developing and using data collection techniques to assess project and program effectiveness.   

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Recruitment Incentive - Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement.

Relocation Incentive - Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation incentive of 10% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.

Student Loan – Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement.

Mastery level knowledge of a broad range of engineering concepts in order to plan, analyze and develop designs and projects for equipment, materials, and methods of retrofit or installation; develops cost and time estimates for designs and specifications, and develops cost estimates and lifecycle costing information for engineering projects.
  2. Knowledge of boatyard/boat builder capabilities, including production and testing techniques, methods, and procedures used during new boat construction, testing, trials, and delivery.
  3. Mastery of engineering principles, theories, practices, regulations, and procedures covering a broad range of engineering disciplines, including marine, mechanical, electrical, electronics, production, and logistics.
  4. Knowledge (technical and operational) of boat systems including Communication, Navigation and Hull, Mechanical, and Electrical (HM&E) systems.
  5. Expert knowledge and skill in reviewing, analyzing, and evaluating specifications, drawings, technical documentation, plans, reports, and procedures.
  6. Ability to monitor contractor’s work to ensure conformance to contract plans and specifications and U.S. Coast Guard requirements.
  7. Ability to establish and maintain effective relationships and cooperation of key staff personnel, employees, supervisors, and managers to gather information, develop recommendations and provide advice.
  8. Ability to work in a team environment and negotiate effectively with other personnel to accept and implement recommendations involving substantial resources and requiring extensive changes.
