As the SENIOR ADVISOR, INDUSTRIAL SECURITY, NATIONAL AUTHORIZING OFFICIAL, you will

  • Serve as the technical advisor on Industrial Security classified information technology (IT) and operations associated with the National Industrial Security Program (NISP). Specifically, exercise delegated authority to authorize, oversee, and inspect nearly 5,400 classified IT systems resident in industry and holding and safeguarding classified government information.
  • Advise the Assistant Director, Industrial Security (AD, IS), on field objectives; performance metrics; monitoring and evaluating all aspects of field performance of risk based industrial security oversight; and managing implementation of quality assurance, training, authorization, and oversight of industry classified systems.
  • Provide expert policy and procedural advice to the AD, IS, on DCSA and USCYBERCOM missions related to classified IT system compliance.
  • Manage and ensure the implementation of a NISP IT Quality Assurance program in the implementation of field products and services.
  • Advise Senior DCSA Staff and OSD officials on the Authorization process for contractually- required information systems in industry that process classified information.
  • Oversee and provide technical direction for the regional authorizing official's implementation of the assessment and authorization process for classified industry information systems.

Qualifications

TECHNICAL QUALIFICATIONS (TQ): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to 2 pages per technical qualification.

1. Expert knowledge of and demonstrated expertise in the laws, directives and regulations and implementation and oversight of all aspects of the National Industrial Security Program, National Industrial Security Program Operating Manual, and industrial security-related policies for industry.

2. Expert knowledge of cyber and DoD regulations, procedures, policies, and processes, as well corporate organizational structures, functions, goals, and missions. This includes professional knowledge related to Cyber operations and demonstrated expertise in overseeing or implementing the Command Cyber Readiness Inspection (CCRI) Program and the relevant USCYBERCOM procedures and policies.

3. Demonstrated experience leading within a large complex organization with multiple missions and functional support requirements, and demonstrated experience leading an organization or function through difficult transformation.

4. Mastery of a variety of analytical and evaluative techniques to understand, respond to, and solve complex security- related requirements and problems within large, geographically dispersed organizations.

Incumbent must meet certification requirements established within DoD 8570.01-M for Information Assurance Management (IAM) Level III and Information Assurance Technician (IAT) Level III certification (Certified Information Systems Security Professional preferred). If not already certified, incumbent must attain certification within six months of assignment to this position. Failure to receive the appropriate certifications will result in removal from this position.

Joint Duty Credit: All DCSA executive level positions require Joint Duty Credit. Only those candidates who meet the Joint Duty Credit requirement will be eligible to compete/be considered for a senior executive position. Employees will receive joint duty credit for almost any rotational assignment assignment to another IC component and may also be eligible to receive credit for service outside the IC (military, other government, or private sector) that was at least at the GS/GG-11 or DCIPS Pay Band 3 level, and that it occurred on or after September 11, 2001. An external candidate, if selected, will be required to immediately apply for Joint Duty credit. Note: Employees without Joint Duty Credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment. DCSA seniors without Joint Duty at the same tier level may lateral into the position if selected without requesting a waiver.
