Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.


About the Position: Serves as a systems acquisition manager and advises higher level management on all matters relating to one or more specifically assigned systems.

This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.

Duties

Help
  • Develop and maintain relationships with user organizations, test agencies and facilities, and higher-level headquarters.
  • Advises on assigned systems to lateral organizational elements, higher level management and, when required, foreign Governments on activities concerning assigned systems and missions.
  • Work with key stakeholders and requirement representatives to determine best acquisition approach, user needs, develop resourcing strategies to fund and deliver material solutions to the operational community.
  • Identify program priorities, allocate and manage resources to best meet program goals and objective.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Practitioner certification within 60 months as of entrance on duty.
  • Must be able to obtain and maintain a Secret clearance.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • Temporary duty (TDY) travel may be required up to 25% of the time.
  • Appointment to this position is subject to a one-year trial/probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.

Specialized experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service which includes: 1) Experience developing objectives for systems acquisition projects; 2) Analyzing portions of acquisition program guidance received from higher headquarters; and 3) Performing broad and complex studies across organizational and functional lines on a variety of projects, issues, and problem cases.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
