Supervises a group of employees performing work at the GS-14 or equivalent level. Provides administrative and technical supervision necessary for accomplishing the work of the unit.
Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.

Directs the development and management of all BJS programs associated with improving the quality and coverage of Federal, State, and local information systems with primary focus on criminal history records, records of protective orders involving domestic violence and stalking, sex offender registries, and automated identification and background check systems.

Plans and coordinates evaluations or investigations of outstanding scope, difficulty, and complexity in unexplored program areas of critical importance to the agency. Initiates evaluation efforts, defines areas of study, monitors study and review approaches, and evaluates study results for conclusions affecting overall systems. Manages ongoing evaluation programs, NICS record completeness progress and association information collection, and other statistical and performance-based efforts which measure variables related to the completeness, timeliness, and shareability of criminal records held in state and Federal records repositories.

Advises senior leadership on complex regulatory, legal, and public policy implications of sensitive program issues including; privacy, security, and confidentiality of interstate exchange of criminal history information; grant and contract requirements; scope of legislative mandates; and interagency efforts to develop uniform formats for interstate data exchange.

Qualifications

MINIMUM QUALIFICATIONS

Grade 15:


Qualifying experience for the GS-15 level includes one year of specialized experience at least equivalent to the GS-14 level. Examples of experience include: providing expert advice and guidance on state-level statistical research, criminal history record improvement, or other related criminal justice grant and/or cooperative agreement projects; managing a large-scale program for conducting programmatic or financial reviews of grant operations as they relate to criminal justice information sharing, state-level statistical research and criminal history record improvement activities; directing and overseeing the administration, termination, and/or closeout of grants and/or grant assistance and agreement awards as they related to criminal justice information sharing, state-level statistical research and criminal history record improvement activities; coordinating grant and/or agreement pre-award processes that encompassed difficult and diverse work functions affecting critical aspects of criminal justice; providing expert advice to management and program officials on complex programmatic and financial management matters to include developing, implementing, and evaluating state-level statistical research and criminal history record improvement program plans.

Grade 14:

Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level. Examples of experience include: serving as a technical expert in grant and/or cooperative agreement management processes; reviewing the full range of award deferral or disallowance recommendations and supporting policy and financial review documentation; developing grant management policies to ensure consistent application of grants management rules, regulations, policies, and procedures; performing close-out actions for major grants/agreements; serving as a technical expert in the evaluation of applications for complex grants and/or agreements that contained a number of different processes or sub-grant elements.

TECHNICAL QUALIFICATIONS:
Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following Technical Qualifications.

- Knowledge of criminal justice statistics or criminal history record improvement grant and cooperative agreement program
- Ability to communicate in writing.
- Ability to plan and execute work.
- Knowledge of the laws, regulations, rules, policies, procedures, and methods
governing Federal grants, cooperative agreements, and awards.
- Ability to provide advice and guidance on criminal justice statistics and criminal
history record improvement grant and cooperative agreement policies and
guidelines.
- Ability to communicate effectively other than in writing.
- Ability to meet and deal with others in performing supervisory or leader work.
- Ability to supervise.
