Summary

Located in the Maintenance Division in Massena, NY.  You will operate and maintain a variety of equipment including boom cranes, trucks with permitted loads, tractor trailer, tractors, backhoes, air compressors, front end loaders, road graders, bulldozers, gatelifter, etc.  May be assigned to Marine Services for buoy runs. 

This is a 1 year open register with a hands on test - set up as pass/fail

Duties

Help

As a Crane Operator, you will:

  • Operates all conventional and hydraulic boom cranes with various attachments to lift equipment, personnel and material at or near crane capacity. Accuracy is critical and worksites restrict maneuverability requiring extreme boom lengths and angles.
  • Operates crane on buoy barge to place and remove buoys; and to pick other equipment, personnel and material as required within the capacity of the crane.
  • Operates floating gatelifter, including all boom and ballast controls; and during special lifts of other loads within the design parameters of the gatelifter.
  • Performs daily inspection and maintenance on equipment; reports all major maintenance or possible safety problems and makes repairs when necessary. Repairs systems or components such as diesel or gas engines, automatic/manual transmissions, heavy duty drive line systems, and fuel, pneumatic, hydraulic, and mechanical systems and controls. 
  • Operates fifth wheel or tractor trailer type vehicle and single body type trucks of varying capacities to haul materials/equipment including hazardous materials such as petroleum products.
  • Loads material with equipment such as front-end loader, backhoe, crane, etc., ensuring proper load distribution.
  • Maintains all necessary records/reports in conformance with GLS, Federal, State and local regulations.

PHYSICAL EFFORT FOR ESSENTIAL FUNCTIONS: Work requires frequent bending, reaching, stretching, climbing, crouching, turning and moving of hands, arms, feet, and legs. Good hand, foot and eye coordination is required. Strain may be caused by vibration of equipment and jerking and jolting from operating in strained positions, and making continual control changes to maneuver the crane around obstructions. May be required to lift up to 50 pounds, and often puts forth similar effort in pushing, pulling, turning, and positioning items. Lifts and moves heavier items with the assistance of other workers and/or lifting devices.

WORKING CONDITIONS FOR ESSENTIAL FUNCTIONS: Work is performed indoors or outside in all types of weather, in open/enclosed drivers seats or cabs, on land or water. Is exposed to noise, vibration, dust, oil, dirt, and fumes. May be subject to hazards causing cuts, burns, shocks, bruises, broken bones, drowning, etc. The equipment, tools, and tasks involved with this position require the employee to constantly apply safe work methods and special care to avoid injuries to self and other workers.

The ideal candidate will have industrial and construction experience operating mobile hydraulic boom cranes up to 150 ton capacity.

CONDITIONS OF EMPLOYMENT:

  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • PHYSICAL EXAM REQUIRED: You will be required to successfully complete a physical exam and a functional capacity test, at the expense of the Great Lakes Saint Lawrence Seaway, before being placed in the position.
  • FEDERAL DRUG & ALCOHOL TESTING FOR CDL POSITIONS: This position is a Drug Testing Designated Position (TDP) and CDL drivers are subject to pre-employment, reasonable suspicion, random, return-to-duty, follow-up and post-accident testing for illegal drug and alcohol use.
  • TEMPORARY APPOINTMENT: If selected for a temporary appointment, you may only be employed/paid for up to a 12 month period.
  • LICENSE REQUIREMENT: You must be able to obtain a New York State Class A CDL license within one year of hiring.
  • CERTIFICATION REQUIREMENT: You must have a valid New York State (NYS) Crane Operator Class A or B Certificate of Competence OR a valid National Commission for the Certification of Crane Operators (NCCCO) Mobile Crane Operator Certification for Telescopic Boom Cranes-Swing Cab. A copy of your valid certification must be uploaded and submitted with your application.

Qualifications

Qualifications for the position are based on the training, experience, or other requirements that determine which applicants would be able to perform satisfactorily in the position to be filled.

To qualify at the WG-11 level, you need to have industrial and construction experience operating (controlling) boom cranes at or near the lifting capacity under criterial conditions at all boom lengths, angles and positions. Verification of this experience must be described in your resume.

As part of the assessment process eligible applicants will be required to come to Massena, NY to perform a Crane Operator hands-on test (pass/fail).

Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume.

Reimbursements for testing and interview expenses are not authorized. You are responsible for all costs involved with traveling to Massena, NY.  If eligible for the hands-on-test, you will be contacted directly by the hiring agency to schedule the test.
