Help

As Chief Information Officer (CIO), you will be responsible for managing, delivering, and securing information resources, and developing a sustainable technological infrastructure for the OIG. Set standards to maintain high quality, state-of-the-art products and services. Coordinate IT development plans and strategies with the DOT CIO. Reviews, updates, or establishes the OIG IT Plan/Roadmap factoring budget expectations, including goals for improving the efficiency and effectiveness of OIG operations through the application of IT that integrate into DOT’s broader IT infrastructure.

The CIO works closely with agency program leadership to help leverage information technology resources to effectively support the agency's mission needs. These information resources include computer hardware/system software (including e-mail and other office automation software), and network systems. The CIO provides national leadership for the efficient and economical delivery of these resources and oversees the development of applicable policies, plans, standards, guidelines, and procedures; provides leadership, standard processes, and expertise to support integrated mission business process engineering. The CIO develops and maintains an effective information system security program; assesses requirements for training within the overall agency on information resources management; works closely with appropriate personnel at the Department, other federal agencies, and external organizations to leverage resources and stay abreast of issues; and provides information technology services that ensure customer service and performance accountability.

The CIO provides day-to-day executive leadership and operational oversight of OIG's IT organization, including significant information resources management processes and infrastructure services planning, management security, and operations. Exercise authority and responsibility for administrative and management policies, strategic planning, and program operations in the IT functions. Plans and directs the activities of the office and subordinate offices. Establishes priorities, goals, and programs and assigns work to subordinates and subordinate elements. Direct the timing of specific projects; estimates budgetary needs and changes or approve changes in work schedules to meet special requirements.

Qualifications:

To meet the minimum qualifications for this position, you must meet the SPECIALIZED EXPERIENCE qualifications for the grade(s) at which you are requesting consideration.

SPECIALIZED EXPERIENCE

GS-15: To qualify, you must have at least one year of specialized experience equal or equivalent to the GS-14 grade level in the federal service with the following: 

Experience in or directly related to managing, supervising, leading, administering, developing, delivering, and supporting information technology (IT) systems and services for an organization such as:

• Demonstrated experience leading a complex IT organization spanning multiple national locations and providing expertise in strategic planning, enterprise architecture, IT capital planning and investment control, IT governance, cyber security, audit management, and meeting federal IT requirements and regulations.

• Experience managing a hybrid enterprise-wide IT portfolio with cloud and on-premise technology solutions, enterprise data management systems and agile software development.

• Experience developing and communicating IT guidance and strategies to a wide variety of internal and external stakeholders, and engaging customers to obtain buy-in and financial and implementation support.

• Expert knowledge of current and emerging trends in information technology, innovation, and data management to solve complex problems, improve operations, enhance services provided, and transform business processes.

• Experience leading in a fast-paced, crisis-prone environment, and deploying employee engagement strategies that heighten morale, collaboration and commitment to diversity, equity, inclusion, and accessibility (DEIA).

• Experience managing information resources management operations integrated with organizational planning, budgeting, financial management, human resources management, and procurement program decisions.

• Experience setting conditions for a workforce culture that emphasizes responsibility and accountability, customer service and responsiveness, effective project management and communications, high standards of professional/personal performance and conduct, development, and team building.

IT SPECIALIST COMPETENCY REQUIREMENTS: 

• Information Management: Identifies a need for and knows where or how to gather information, organizes and maintains information or information management systems.

• Information Resources Strategy and Planning - Knowledge of the principles, methods, and techniques of information technology (IT) assessment, planning, management, monitoring, and evaluation, such as IT baseline assessment, interagency functional analysis, contingency planning, and disaster recovery.

• Information Technology Program Management - Knowledge of the principles, methods, and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).

  • Decision Making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
  • Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
  • Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience.

Education

Project Management Professional (PMP) and Contracting Officer's Representative (COR) certifications are desirable (but not required).
