Help

As a Hydrologist, you will perform the following duties:

  • Serve as a project member for complete hydrologic investigations by planning, conducting, and reporting on interpretive on limited independent studies or contributing to large, expansive studies.
  • Modify established hydrologic techniques or procedures.
  • Collect, interpret, analyze and evaluate hydrologic data. Plan, execute, and report on hydrologic studies that require adapted approaches to meet problems.
  • Plan, perform, coordinate and direct comprehensive hydrologic studies of hydrologic systems in accordance with and applicable authorizations, policy, and regulatory requirements.
  • Use comprehensive process or computer models to conduct and simulate hydrologic analysis and inform operations.
  • Develop, modify, and utilize relational databases and related applications to maintain hydrologic data for conducting operational support and planning analyses.
  • Work on complex water issues whose solutions require a proven understanding of hydrology and one or more related disciplines such as hydraulics, geology, geochemistry, and the complexities of ground or surface water flow.
  • Conduct planning, review, and evaluation of multi-basin, multi-aquifer investigations which includes predictive water quantity and quality numerical modeling and adherence to all management-based water resource policies.
  • Provide current information on resource management and technical requirements. May be called on to provide technical data and professional advice.
  • Work with State, local and/or tribal land managers to ensure water resources management practices are consistent with Clean Water Act, Safe Drinking Water Act, Federal Land Management Policy Act, and the National Environmental Policy Act, state laws, and various regional, State, Federal, and local policies and procedural guidance and with Interior Board of Land Appeal decisions.
  • Work with a team or independently to implement landscape-level projects to restore watersheds, improve water quality, protect federal water rights, and protect Wild & Scenic Rivers.
These duties are described at the GS-11; the GS-07, GS-09, are developmental leading to such performance. All positions are developmental to the full performance level GS-11.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

A. Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels:

B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
AND
To qualify at the GS-07 level: SPECIALZIED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-05 in the Federal service. Specialized experience MUST include all of the following: Experience analyzing hydrologic data such as snowpack, rainfall, streamflow, and reservoir/groundwater storage. Experience with the collection and interpretation of hydrologic data and supporting water resource type projects.
OR
Education Substitution GS-07: One year of graduate-level education in hydrology or a closely related field.

OR
Superior Academic Achievement as demonstrated by a bachelor's degree in a related field from an accredited college or university with one of the following. NOTE It is your responsibility to ensure your application clearly states how you meet one of the provisions below:
  • a grade point average (GPA) of 3.0 or higher based on a 4.0 scale for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study;
  • a GPA of 3.5 or higher based on a 4.0 scale for required courses completed in a major field of study, or those courses completed in a major field of study during the last two years of undergraduate study;
  • class standing of upper third of the graduating class in the college, university, or major subdivision of the college;
  • Membership in a national Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies.
OR
Combination of education and experience: A combination of related graduate level education and specialized experience.

To qualify at the GS-09 level: SPECIALZIED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience MUST include all of the following: Experience analyzing hydrologic data such as snowpack, rainfall, streamflow, and reservoir/groundwater storage. Experience with the collection and interpretation of hydrologic data and supporting water resource type projects.

Education substitution GS-09: Master's degree or equivalent graduate degree in hydrology or a closely related field or 2 full years of progressively higher level graduate education leading to such a degree.
OR
Combination of education and experience: Note: Only graduate education in excess of one year is creditable

To qualify at the GS-11 level: SPECIALZIED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience MUST include all of the following: Experience with computer applications used to model water accounting, hydrology, river and reservoir routing, and database management. Experience analyzing hydrologic data such as snowpack, rainfall, streamflow, and reservoir/groundwater storage. Experience preparing reports and presentations regarding the source, distribution, and movement of surface and subsurface water; and experience overseeing water resource type projects.
Education substitution GS-11: Ph.D. or equivalent doctoral degree in hydrology or a closely related field or 3 full years of progressively higher level graduate education leading to such a degree.
OR
Combination of education and experience: Note: Only graduate education in excess of two years is creditable.

Education:

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.

The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
