Duties

Help

Develops and maintains strategic relationships with inter-agency and external partners and customers via an effective and efficient outreach and communications strategy focused on advanced manufacturing federal and public-private partnership efforts. Oversees coordination of all education and workforce development programs focused on preparing the future workforce for jobs in technologies developed by Manufacturing USA institutes, and develops and implements strategies to increase impact of these efforts, including through third party contracts. Responsible for establishing policies, strategic planning & essential program activities related to partnership engagement. Serves as spokesperson of the Manufacturing USA program & leads development of all formal communications with senior NIST personnel, Agency leaders, White House, & other senior officials, and is a POC for interagency teams, industry stakeholders, and other external partners. Oversees all program marketing & branding activities, including Operating Unit reports, presentations & materials, and visibility through Manufacturing USA presence at conferences, and a National Awareness campaign. Participates in strategic planning & operations as a member of the Office of Advanced Manufacturing's management team.

Qualifications

Basic Requirements ZA-V position:

Applicants must have 1 year (52 weeks) of specialized experience equivalent to the GS-14 (ZA-IV for NIST). Specialized experience is defined as experience in leading a team of technical and non-technical staff to carry out interdisciplinary collaborations with industry, academia, and other government agencies to accelerate the development and adoption of advanced manufacturing within the nation. Experience must include marketing, outreach, communications, and management expertise; engaging external partners within national industry associations and manufacturing organizations, convening and facilitating interactions with interagency partners and leaders in the private sector, and high level leadership such as Commerce and White House officials; brand management; strategic communications for a wide range of audiences including the general public, manufacturers, and policymakers/Congress; launching national outreach initiatives; and the development of resources and programming to deliver on an organizations mission; experience in policy to prepare the workforce of the future for jobs in advanced manufacturing.
