Summary

This position is located in the Enforcement Division, Office of General Counsel (OGC) at the Federal Election Commission (FEC). The Enforcement Division is responsible for assisting the Commission with the overall enforcement of the FECA, with the exception of administrative fines, disclosure reports that are filed late or not at all and matters that are handled within the Alternative Dispute Resolution Office.

This is a Non-Bargaining Unit position.

Duties

Help

As the Deputy Associate General Counsel for Enforcement, you will:

  • Oversee the work of several enforcement teams, each headed by an Assistant General Counsel.
  • Be accountable for monitoring and evaluating the progress of the division toward meeting goals, and for making adjustments in program operations to ensure effective coordination, legal analysis, decision-making, and office administration.
  • Oversee the development of enforcement policies and procedures, as well as evaluating the impact of these policies and procedures on improving operations.
  • Provide technical and managerial leadership to teams headed by Assistant General Counsels responsible for compliance and investigative activities involving civil enforcement.
  • Analyze complex legal issues having to do with federal campaign finance law, including regulatory and constitutional issues.
  • Work as part of the Enforcement Division's leadership team on key functions such as hiring, case assignment, training, and Division administration.

Qualifications

In order to qualify, you must meet the Basic Requirements and the Experience Requirements described below. Your resume must clearly describe your relevant experience and demonstrate how you meet each applicable requirement. A copy of your unofficial transcripts must be provided with your application.

Basic Requirements:

A. Education: Possess a J.D. or LL.B degree from a law school accredited by the American Bar Association. Please submit transcript copies with degree confer date.

AND

B. Bar Membership: Be an active member in good standing of a state, the District of Columbia, the Commonwealth of Puerto Rico, or territory of the United States. (You must submit a copy of your current Bar card, or letter of good standing).

In addition to meeting both of the Basic Requirements above, you must meet the following Specialized Experience requirement:

At least 4 years of progressively responsible professional experience working as a practicing attorney in any of the following duty areas: compliance, litigation, investigations, civil or criminal law enforcement, regulations/policy, or other similar areas. At least one year of this experience must be comparable in scope and responsibility to the GS-14 level. This must include activities such as: (1) conducting extensive legal research of policies, regulations, and/or compliance questions, including researching precedent or opinions bearing on a legal issue; (2) managing, organizing, and planning work activities for a program or program area; (3) providing guidance in establishing the course and conduct of investigations; (4) testifying and/or presenting in proceedings and other hearings, trials, and depositions; and (5) analyzing complex legal issues having to do with campaign finance law, including regulatory and constitutional issues.

In addition, you must provide a cover letter of at least two pages summarizing your evidence of the following competencies:

  1. Compliance and Investigative Experience -- Explain your compliance and investigative experience in civil or criminal law enforcement.
  2. Leadership -- Ability to influence, motivate, and challenge others and to adapt your leadership style to a variety of situations. Ability to supervise staff and to perform the full range of human resources, as well as providing direction in the development of legal initiatives and related policies.
  3. Legal Writing/Analysis -- Ability to write clearly, concisely and persuasively, particularly when complex legal issues are involved, and to edit and review the written work of other attorneys. Ability to research, analyze, and explain complex legal issues involving constitutional, jurisdictional, and other relevant matters.
  4. Communication -- Ability to communicate - both written and oral - including the ability to have productive relationships with colleagues and others within and outside the agency.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If selected, you must submit your official transcripts, conferring a J.D., LL.B, or higher degree from a law school accredited by the American Bar Association.
