Qualifications

Dean, College of Distance Education (CDE). The Dean, CDE is responsible for the effective, efficient, and proper establishment and operation of non-resident Navy Professional Military Education (PME) and Joint Professional Military Education Phase I (JPME I) programs. The Dean, CDE reports directly to the Provost. The Dean, CDE oversees CDE departments, the Fleet Seminar Program (FSP), the FSP ancillary Graduate Degree Program, the Naval War College-at-Naval Postgraduate School Program, the Naval Command and Staff Online Program, and the Navy's Online PME Program for officers O-1 through O-3 and all enlisted personnel.

Responsibilities. The Dean, CDE provides leadership for the NWC non-resident academic operations ensuring that non-resident JPME I and the CDE Graduate Degree Program meet the accreditation standards of the Chairman of the Joint Chief of Staff (CJCS) Officer Professional Military Education Policy (OPMEP), and NECHE accreditation standards for the non-resident graduate degree programs. The Dean, CDE oversees matters concerning JPME I distance education programs, and oversees curriculum development, syllabi preparation, course implementation, program assessment, and policy compliance for the CJCS OPMEP Outcomes-Based Military education (OBME). Under oversight of the Provost, the Dean, CDE supervises the selection, hiring, assessment, promotion, tenure, and retention processes for non-resident, full-time and adjunct faculty.

Qualifications. The President, Naval War College, seeks candidates who are successful, proven academic leaders. An earned Ph.D. in Security Studies, International Relations, History, Political Science; or an Ed.D. in Distance Learning, Education Management, Education Technology, or relevant, related fields is required. The ideal candidate will have teaching experience at the graduate level, preferably with senior and/or intermediate-level joint or service colleges; academic program management experience; competence in internet-based instruction; experience with graduate-level distance learning programs; familiarization with accreditation processes; a strong background in resident, non-resident, and online teaching; knowledge of curriculum development techniques, advanced distributed learning methods, and emerging education technologies; experience managing large academic programs, leading a diverse group of faculty and staff, and overseeing financial and human resources; understanding the mission the NWC accomplishes for the Navy and the Department of Defense.

Candidates must be U.S. citizens capable of obtaining a Department of Defense security clearance at the SECRET level.

Education

The U.S. Naval War College: The Naval War College (NWC) is a Joint Professional Military Education (JPME) institution serving the nation, the Department of Defense, and the U.S. Navy. U.S. and selected international graduates earn Master of Arts degrees in National Security & Strategic Studies or Defense & Strategic Studies accredited by the New England Commission of Higher Education (NECHE). The College educates and develops future leaders through the development of strategic perspective, critical thinking, and cultural awareness, as well as enhancing the capability to advise and eventually serve as senior leaders and policy makers. The College also helps to define the future Navy and its roles and missions; supports combat readiness; strengthens global maritime partnerships; and promotes ethics and leadership throughout the force. Salary Considerations. Salary is competitive and is accompanied by a generous federal employee benefits package that includes health insurance with employer contribution, retirement savings plan, paid vacation and sick leave, and other benefits. Academic rank and salary are commensurate with experience and credentials in accordance with Department of the Navy Faculty Schedule and NWC policy.

Appointment. The appointment is governed by provisions of 10 USC 8748 as delegated by the Secretary of the Navy, and the regulations of the U.S. Office of Personnel Management that apply to "Excepted" appointments under Schedule A. For the successful candidate, the initial term of appointment is expected to be four years in length with provision for renewal dependent on performance. Expected start date is summer 2023.


A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
