Help
  • Serve as a member of a team as an Emergency Management Specialist and develop and implement plans and strategies for EPRO projects, actions, and activities for the assigned organization
  • Work with senior specialists in planning, analyzing, coordinating, and evaluating the development of priorities, performance metrics, resource allocations, workforce management, and/or performance for organizational emergency preparedness objectives.
  • Work in conjunction with other Specialists on projects providing support to EPRO staff during the development of emergency preparedness or response operations projects or programs.
  • Attends inter- and/or intra-agency meetings and facilitates consensus on program or administrative issues. Oversees relationship management with colleagues and stakeholder organizations.

  • The majority of work performed is sedentary office work; however, some tasks, disaster exercises, and response events may require moderate physical exertion, including walking, standing, and carrying equipment necessary to conduct operations.
  • Incumbent expected to be on call for emergencies 24/7.
  • The incumbent may be required to work from an alternate duty station in an emergency if the situation warrants and may be required by management to perform tasks outside their current position description but within their knowledge and skill sets.
  • If the incumbent is a Commissioned Corps Officer, the role will be added to the USPHS CCHQ submission request for their role to be recognized as Mission Critical for the Agency on their USPHS CC billet.

In order to qualify for the GS-11, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-09 grade level in the Federal government, obtained in either the private or public sector), to include: 1. Assisting with developing policies, plans, and procedures for emergency preparedness or response operations; 2. Assessing the readiness of an organization to meet emergency preparedness and continuity requirements; AND 3. Collaborate or participate in preparing emergency information to recommend a course of action.

Substitution of Education for Experience: You may substitute education for specialized experience at the GS-11 level by possessing 3 full years of progressively higher level graduate education leading to such a degree or Ph.D. or equivalent doctoral degree or LL.M., if related to the position being filled.
- OR -
Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at the grade GS-11. Therefore, only education in excess of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, may be used to combine education and experience.
