The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Supervises a staff of predominately HR Specialists responsible for providing expert advice on external hiring, merit promotion/staffing, hiring flexibilities and special placement programs such as Priority Placement, Priority Consideration, Hardship Reassignments while administering the internal and external hiring programs. Employment Offices are organized to provide dedicated service and senior leadership to customers with agile structure that supports alignment of staff to support surge hiring. Work involves recruiting, examining, selecting and placing employees; performing job analysis; workforce planning and analysis; and advising management in identifying, attracting, and retaining a high-quality and diverse workforce that is capable of accomplishing the organization's mission.
  • Uses comprehensive knowledge of the existing Employment Office programs and related IRS issuances to identify and define specific changes or other actions required by new regulations pertaining to recruitment and placement. Interprets regulations, clarifies their application and develops justification to effect changes in policies, regulations and instructions. Develops and coordinates new regulations, instructions, policy letters and SOPs to ensure effective dissemination of new or changed requirements to all IRS organizations. Provides follow-up action to ensure understanding and timely implementation of all new issuances.
  • Serves as an agency expert on recruitment and placement.
  • Fosters development of HR programs and provides briefings to senior leaders, operating officials, and supervisors designed to affect the understanding of responsibilities for continuing sound management of human resources. Ensures program development and implementation is consistent with the corporate mission, vision, and goals.
  • Manages organizational changes throughout the Service and exercises discretionary authority to approve or deny proposed changes.

  • Undergo a review of prior performance/conduct and an income tax verification. If you are not in compliance, you will be determined unsuitable for employment with IRS.
  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.
  • A 1-year probationary period is required.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.

Qualifications

You must meet the following requirements by the closing date of this announcement.

SPECIALIZED EXPERIENCE (SENIOR MANAGER) IR-01: To be minimally qualified for this position you must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the pay band or GS grade in the normal line of progression in the Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience with management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight. Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled. Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources). Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.


Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. Additional information

  • The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
  • This is a non-bargaining unit position.
  • Tour of Duty: Dayshift, start and stop times between 6am-6pm
  • Alternative work schedule, staggered work hours or telework may be available.
