This vacancy is a solicitation for a Hiring Fair Event, which will be on an invite only basis once the position qualifications have been met. If you receive an invitation, you will be required to attend in person on:

  • Date: Saturday, June 10, 2023
  • Time: 8:00 AM. - 3:00 PM.
  • Location of Hiring Event: Greater Los Angeles VA Hospital- (Address and map of hiring fair location will be provided to candidates who have met minimum qualifications for invitation)
You will be notified of your qualifications and if determined to be minimally qualified, you will receive an invitation for interview and MUST RSVP no later than 06/05/2023. Applicants should plan for a long day if selected, as there are several pre-employment stations to clear.

Duties include but are not limited to:
  • Project needs are determined for the organization down to the department level based on a broad array of guidelines, standards, regulatory requirements and mission priorities. The position evaluates how to accomplish the requirements of the project and determines the associated risks necessary to complete the construction within the healthcare facility and identify ways to mitigate project risk

  • A unique task of a Healthcare Engineer during the construction phase of a project is to minimize the impact to patient care operations, and in many cases, to ensure patients are able to continue to be cared for in a safe and secure manner due to the inability for the medical center to stop seeing patients during the construction phase of a project

  • Prepare sketches or changes drawings and specifications solving the problem and incorporates these change documents into the contract performance documents.
  • Review and evaluate shop drawings, samples and material certifications submitted by contractor for contract and performance requirements, recommending approval, rejection, or receipt.
  • The position provides a broad review of all disciplines of Engineering when applied to a healthcare environment to support construction document reviews and preparation. Work requires a broad knowledge of all Engineering disciplines, to include Architectural, Civil, Mechanical, Electrical, Structural and Fire Protection.

  • A working knowledge of The Joint Commission (TJC) requirements, NFPA 101 the Life Safety Code and NFPA 99 Healthcare Facilities Code, in addition to VA design requirements is necessary to provide direction to Architectural/Engineering firms on complex healthcare designs to ensure compliance and regulatory requirements are met for the medical facility.

  • The position develops initial concept documents, creates and maintains project and lease applications in multiple VA database systems, such as the Veterans Support Service Center (VSSC), Strategic Capital Investment Planning Tool, and Capital Assets Inventory. Tracks and manages the status, changes and updates to projects over their life cycle.
  • Makes recommendations relating to energy conservation for feasibility and cost effectiveness and supports the facilities energy goals. Some of these methods may be new to the site or the geographic area of consideration and may require substantial research and analysis.
  • The position is a member as assigned to certain key committees including A/E Selection Committee, Construction Technical Evaluation Committee, and various Design Teams including construction projects where the incumbent acts as a project lead and may chair the committees.
  • Performs planning and analysis activities that includes conducting or directly overseeing surveys and site investigations to establish baseline data necessary to initiate design for renovations, alterations, and additions to the existing hospital, patient care facilities, administrative buildings, grounds, utility plants and systems, and historic buildings listed on the national registry.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Basic Requirements.
A. A Bachelor's degree or higher in Engineering or Architecture. (Note: To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering.)
OR;

B. Passing the Fundamentals of Engineering Examination with a bachelor's degree. (Note: Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score.)
OR;

C. I have a current professional registration or licensure as a Professional Engineer or Architect. (Note: Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico.)
OR;

D. I am currently in the Engineer series (0801) and I qualify based on the grandfathering provisions. E. I have foreign education and have uploaded a copy of the interpretation from a private organization. (Note: To be creditable, engineering, architecture or related education completed outside the U.S. must be submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to a Bachelor's degree as outlined in paragraph 3.b. of this appendix.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GS-12 Grade Determinations: In addition to the basic requirements stated above, the following qualification criteria must be met for each grade. The candidate's qualifications must clearly demonstrate the level of competence required for the grade.

Experience. One year of experience equivalent to the next lower grade.

Knowledge, Skills and Abilities (KSAs). In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs:

  1. Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications in the healthcare environment.
  2. Knowledge of healthcare industry standards and related regulatory agency and organization (including, but not limited to The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), National Fire Protection Agency (NFPA), etc.) regulations, requirements, guides, policies, procedures, directives, standards and general medical program requirements as they relate to healthcare engineering.
  3. Knowledge of construction standards, methods, practices and techniques, materials and equipment to determine compliance with engineering regulations and standards.
  4. Skill in researching and analyzing information, conditions, human factors and projections to make sound engineering and business recommendations and decisions to proactively identify problems and develop innovative solutions within the context of applicable rules, regulations and procedures.
  5. Ability to plan and execute complex, multi-faceted projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets.
  6. Ability to organize and lead multi-disciplinary task forces with members from different departments and divisions, as well as design and construction firms.
Assignment: Employees at this level serve as Healthcare Engineers at the full performance level. They work independently, under general supervision with wide latitude to exercise independent judgment. Healthcare Engineers demonstrate intimate grasp of high order healthcare engineering and capital subject matter. They serve as institutional resources for healthcare delivery processes and systems, working extensively with clinical stakeholders, acquisition staff, contractors and executive leadership by leading healthcare engineering programs, technology assessments, integration planning and implementation of both current and emerging technologies. Healthcare Engineers support the delivery of healthcare to Veterans by contributing to the education of clinical staff, planners and leadership to ensure safe and efficient healthcare delivery. Healthcare Engineers plan, execute and document highly complex, multi-faceted healthcare facility construction projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets. They identify problems and develop innovative solutions within the context of applicable rules, regulations and procedures, as it relates to the healthcare environment.

The full performance level of this position is GS-12.

Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-72 Healthcare Engineer Qualification Standard. This can be found in the local Human Resources Office.

Physical Standards: Assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area. Travelling is required to three physically separate campuses. The incumbent's main area of responsibilities is spread over three separate locations, each 15 and 30 miles apart. The main GLA facility is spread over 450 acres with approximately 100 buildings, roads, grounds, parking, and recreational facilities. Sepulveda Ambulatory Care Center which was an independent VA facility and was later combined with GLA facility, consists of another 27 buildings over 134 acres and roads, grounds, parking, and recreational facilities. Los Angeles Ambulatory Care center has just under 200,000 sq feet over six floors. Physical presence is required to effectively implement studies and programs at all three locations, which involves frequent travelling, driving, and walking on campus grounds. The main hospital building has interstitial floors over each of its seven floors with catwalks for access, and sub-basements and connecting tunnels. The work requires accessing all areas of the buildings including the interstitial floors for inspections in protective gear.
