Help

The duties and responsibilities of the Logistics Management Specialist include, but are not limited to:

  • Recommends alternate courses of action in resolving problems.
  • Troubleshoots and resolves issues where supply chain deficiencies affect the organizations mission.
  • Performs logistical assessments of strategic supply support and alerts management of systemic problems.
  • Develops ongoing strategic analyses across supply chain activities and recommends solutions for improvements.
  • Reviews, interprets and applies processes when making recommendations to corrective measures.
  • Reviews, coordinates, and integrates commodity management of assets.
  • Determines current and future supply (procurement and maintenance) requirements.
  • Directs item distribution to storage locations.
  • Provides disposition instructions for recess and dormant material at a facility.
  • Makes recommendations and/or proposed plans for implementation cost saving methods.
  • Provides detailed data analysis.
  • Determines underlying causes of deficiencies to identify supply chain problem areas.
  • Conducts special surveys as necessary.
  • Prepares detailed reports by conducting cost analysis.
  • Develops automated tools to support maintenance supply chain management research, simulation and analysis.
  • Disseminates logistical information to field facilities.
  • Communicates opinion for short- and long-range supply plans and programs.
  • Participates in the development of supply chain policies and procedural directives.
  • Advises all supply chain personnel of new and pending changes in policies and procedures.
  • Provides authoritative technical advice concerning logistics and general supply matters.
  • Promotes continual improvement actions based on identified metrics and/or process gaps.
  • Performs cost containment strategies, ensuring the effectiveness, quality and economy of operations.
  • Participates in the development of education and training documentation.
  • Researches and studies best practices in the supply industry.
  • Initiates and tracks forecasting actions on assigned items for future requirements.
  • Monitors progress, on a continuous basis, of procurement actions, inventory and major items.
  • Collects facts and information to formulate new concepts in marketing strategies for contractors and suppliers.
  • Reviews work in progress and prepares reports/briefings as required.
  • Participates in the development of supply chain management practices, focusing on long range planning improvements.

Work Schedule: Monday - Friday 8:00 am to 4:30 pm. Position may require some flexible schedule of days or tour hours with notice to complete special assignments.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/22/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS -11 position you must have served 52 weeks at the GS -9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below:

  • Specialized Experience:To meet the minimum qualifications for this position, you must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-09) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Logistics Management Specialist. Specialized experience includes, assisting specialist and/or managers in supply chain management activities; analyze product delivery or supply chain processes to identify or recommend changes; performing or assisting with data analysis, and statistical analysis to identify improvement opportunities. This position requires some degree of specialized knowledge of logistics support activities in areas such as acquisition management, purchasing, transportation, distribution, inventory management and/or control, expendable and non-expendable equipment, and warehouse operations. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree, LL.M., if related . OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 3 full years of progressively higher level graduate education.
You will be rated on the following Competencies for this position:

  • Production and Processing: Knowledge of inputs, outputs, raw materials, waste, quality control, costs, maintaining inventory, and techniques for maximizing the manufacture and distribution of goods.

  • Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  • Planning and Evaluating: Determines objectives and strategies; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience.
